
WORLD FEDERATION OF POWER LEADERS(WFPL) is a non-profit, politically neutral organization based on the ‘International Youth Research Institute (formerly the International Youth Research Institute, CEO LEE SANHA)’ established on January 11, 2007, and through the 17 metropolitan and provincial branches and the regional federations in Korea and regional federations from around the world with WORLD PRESS ASSOCIATION(WPA), and in cooperation with enthusiastic, talented young men and women, actively participates in solving the crisis arising from the structural conflicts in the society. It aims to orient toward ‘the living-together world’ where the socially weak are not neglected and the culture of participation and communication is widely spread.

WORLD FEDERATION OF POWER LEADERS (WFPL) is a politically neutral international organization originating from the International Youth Institute (formerly the International Youth Research Institute), established on January 11, 2007 under the leadership of its founding representative, Lee San-Ha.
Through its affiliated media organizations, including WORLD PRESS ASSOCIATION (WPA), and its 17 metropolitan and provincial chapters throughout the Republic of Korea, WFPL works together with passionate young leaders to address various social challenges arising from structural contradictions within society, while contributing to social innovation, national vitality, and sustainable development.
WFPL places great value on building an inclusive society in which socially disadvantaged groups are not marginalized and where participation, communication, and cooperation are encouraged. To achieve these goals, WFPL operates affiliated institutions and special organizations with professional expertise in media, research, evaluation, and public service.

WFPL operates various research institutes dedicated to policy research and the development of evaluation models.

WFPL operates professional evaluation and certification bodies based on the principles of political neutrality, independence, fairness, and professionalism.
State Enterprise Commission (SEC)
The State Enterprise Commission (SEC) is an independent evaluation and certification body that comprehensively assesses public institutions, state-owned enterprises, local public enterprises, and private-sector companies in the areas of public value, innovation, ESG management, social responsibility, and sustainability.
WFPL regards the promotion of responsible management and ESG culture in both the public and private sectors as one of its key strategic missions, and SEC serves as the organization's flagship evaluation body in this field.
WF Sustainable Responsibility Index (WFSRI)
The WF Sustainable Responsibility Index (WFSRI) is a comprehensive responsibility-management evaluation index developed through research on ESG and responsible-management evaluation models initiated in 2017.
The index was jointly developed by the International Policy Institute (IPI), International ESG Evaluation Institute (IESGEI), International Consumer Evaluation Institute (ICEI), and other affiliated research institutions of WFPL. Development was officially completed on March 1, 2025.
WFSRI is designed to comprehensively assess the level of responsible management, ESG capability, social value creation, ethical governance, public accountability, innovation, and sustainability of organizations.
The index consists of 6 evaluation sectors, 14 evaluation categories, and 110 detailed indicators, forming a comprehensive and systematic evaluation framework.
WFPL operates SEC as its flagship initiative for promoting responsible management and ESG excellence among public institutions and enterprises, thereby contributing to social innovation, public accountability, sustainability, and national competitiveness.
Evolution from WFSVESGI to WFSRI
WFSRI is an advanced integrated evaluation model that inherits and further develops the philosophy and evaluation framework of the WF School Violence Expulsion Human Rights Index (WFSVESGI), which was introduced in 2023.
While WFSVESGI primarily focused on school violence prevention and eradication, youth protection, human rights, and healthy educational environments, WFSRI significantly expands the scope of evaluation to include ESG management, public accountability, innovation, social value creation, responsible governance, and sustainability.
WFPL ESG Evaluation for Public Institutions and Enterprises
SEC conducts the "WFPL ESG Evaluation for Public Institutions and Enterprises" based on WFSRI.
The evaluation is conducted annually on a one-year assessment cycle and comprehensively measures responsible management, ESG capability, public accountability, innovation, and social value creation among public institutions, public enterprises, and private-sector companies.
In addition, significant developments occurring after the formal evaluation period, including major social controversies, legal violations, ESG-related issues, or other events affecting public interest and organizational responsibility, may be reflected in the final evaluation to enhance objectivity and fairness.
The final results are officially announced through the "WFPL ESG Evaluation for Public Institutions and Enterprises Final Results Report."
Organizations receiving the highest evaluation grades are awarded official certifications by SEC in recognition of their outstanding achievements in responsible management and ESG performance.

SEC conducts evaluations based on the principles of political neutrality, independence, fairness, and professionalism. Through policy recommendations and continuous improvement initiatives, SEC contributes to strengthening public-sector competitiveness, expanding responsible-management culture, promoting social value creation, and supporting sustainable development.
Assembly Evaluation Commission (AEC)
The Assembly Evaluation Commission (AEC) is a professional legislative evaluation body that maintains strict political neutrality and does not support any political party.
Using the WF Assembly Politics Innovation Index (WFAPII), AEC comprehensively evaluates legislators' professionalism, ethics, policy competence, legislative activities, and contributions to the public interest.
WFAPII consists of 7 evaluation sectors, 15 evaluation categories, and 140 detailed indicators.
Government Evaluation Commission (GEC)
The Government Evaluation Commission (GEC) is a professional evaluation body dedicated to assessing the competitiveness and innovation capabilities of local governments.
Using the WF Local Government Innovation Index (WFLGII), GEC comprehensively evaluates local administration, legislative activities, and educational governance while promoting local competitiveness and regional innovation.
WFLGII consists of 10 evaluation sectors, 19 evaluation categories, and 120 detailed indicators.
