SEC평가원(Sustainable Enterprise Evaluation Commission)은 세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS)이 설립한 기업·공공기관 평가전문기관이다. 기업과 공공기관의 책임경영을 객관적이고 체계적으로 평가함으로써 공공가치 실현과 지속가능한 발전에 기여하는 것을 목적으로 한다.
The Sustainable Enterprise Evaluation Commission (SEC) is a specialized evaluation institution for corporations and public institutions established by the World Federation of Power Leaders (WFPL). SEC aims to contribute to the realization of public value and sustainable development through objective and systematic evaluations of responsible management.
SEC평가원은 기업과 공공기관의 경영성과뿐만 아니라 사회와 환경에 미치는 영향, 이해관계자에 대한 책임, 공공성과 지속가능성 등을 종합적으로 분석한다. 이를 통해 조직의 책임경영 수준을 평가하고 지속적인 개선을 촉진하는 전문 평가체계를 운영한다.
SEC comprehensively examines organizational performance, social and environmental impacts, responsibilities to stakeholders, public value, and sustainability. Through its specialized evaluation framework, SEC assesses responsible management practices and encourages continuous organizational improvement.
1. 독립성과 공정성에 기반한 전문 평가
Independent and Fair Professional Evaluation
SEC평가원은 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency), 신뢰성(Reliability)을 6대 평가원칙으로 삼는다. 이러한 원칙을 바탕으로 평가대상 기관과의 이해관계로부터 평가의 독립성을 유지하고, 객관적인 자료와 일관된 평가기준에 따라 평가업무를 수행한다.
SEC upholds six fundamental evaluation principles: Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability. Guided by these principles, SEC maintains the independence of its evaluations from the interests of evaluated organizations and conducts assessments using objective evidence and consistent evaluation standards.
특히 SEC평가원은 평가의 공정성과 신뢰성을 확보하기 위하여 평가비, 심사비, 인증비 및 후원금 등을 수납하지 않는 원칙을 적용한다. 평가결과는 사전에 정해진 평가방법론과 평가절차에 따라 산출하며, 외부의 경제적 이해관계가 평가결과에 영향을 미치지 않도록 관리한다.
To safeguard fairness and credibility, SEC maintains a policy of not accepting evaluation fees, review fees, certification fees, or sponsorship contributions. Evaluation results are determined according to established methodologies and procedures, with safeguards designed to prevent external financial interests from influencing the outcomes.
2. SEC 평가방법론과 WFSRI 종합평가지수
SEC Evaluation Methodology and the WFSRI Comprehensive Evaluation Index
SEC평가원은 자체적으로 구축한 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 적용하여 기업과 공공기관의 책임경영을 평가한다. 평가대상 조직의 특성과 공공성, 산업별 환경 및 이해관계 등을 고려하여 성과, 영향, 책임을 종합적으로 분석한다.
SEC evaluates responsible management through its SEC Evaluation Methodology and SEC Evaluation Framework. Its assessments integrate performance, impact, and responsibility while considering organizational characteristics, public-interest obligations, industry conditions, and stakeholder relationships.
SEC의 종합평가지수인 WFSRI(Comprehensive Evaluation Index)는 SEC 평가방법론과 평가체계를 통해 책임경영 평가결과를 종합하여 산출하는 지수이다. SEC는 이를 바탕으로 평가대상 조직의 책임경영 수준을 체계적으로 분석하고 평가결과의 객관성과 비교가능성을 높이고자 한다.
WFSRI, SEC's Comprehensive Evaluation Index, is derived by integrating responsible management evaluation results obtained through the SEC Evaluation Methodology and SEC Evaluation Framework. It is designed to support systematic assessments of organizational responsibility and enhance the objectivity and comparability of evaluation outcomes.
SEC 평가체계는 9대 평가부문, 27개 하위평가항목, 159개 세부평가지표 및 50개 핵심가치지표(CVIs)로 구성된다. SEC는 평가체계의 전문성과 일관성을 유지하면서 변화하는 사회적 요구와 정책환경, 책임경영 관련 기준 등을 반영하여 평가방법론을 지속적으로 고도화하고 있다.
The SEC Evaluation Framework comprises nine major evaluation domains, 27 subcategories, 159 detailed indicators, and 50 Core Value Indicators (CVIs). SEC continuously refines its methodology to reflect evolving social expectations, policy environments, and responsible management standards while maintaining professional rigor and consistency.
3. 기업·공공기관 ESG·WFSRI 평가
ESG and WFSRI Evaluation of Corporations and Public Institutions
SEC평가원은 제1회 SEC 기업·공공기관 ESG·WFSRI 평가를 추진하고 있다. 평가대상은 KOSPI·KOSDAQ 상장기업과 공공기관을 중심으로 하며, 기업과 공공기관의 운영목적 및 책임구조의 차이를 고려하여 각각의 특성에 적합한 평가기준을 적용한다.
SEC is conducting its inaugural ESG and WFSRI evaluation of corporations and public institutions. The evaluation primarily covers companies listed on KOSPI and KOSDAQ, as well as public institutions. SEC applies differentiated evaluation criteria reflecting the distinct purposes, responsibilities, and operating characteristics of corporations and public institutions.
SEC는 공식 공시자료와 지속가능경영보고서, 관계기관의 공개자료 등 검증 가능한 자료를 중심으로 평가를 수행한다. 평가과정에서는 자료의 정확성과 평가기준의 일관성을 검토하고, 사실확인과 이의신청 및 위원회 심의 등 정해진 절차를 통해 평가결과의 신뢰성을 확보하고자 한다.
SEC conducts evaluations primarily using verifiable information, including official disclosures, sustainability reports, and publicly available institutional records. The evaluation process includes data verification, consistent application of evaluation criteria, fact-checking, objection procedures, and committee deliberation to support the reliability of the results.
4. 평가결과의 신뢰성과 책임경영의 발전
Evaluation Credibility and the Advancement of Responsible Management
SEC평가원은 평가결과의 산출뿐만 아니라 평가과정의 공정성과 결과에 대한 신뢰성 확보를 중요하게 다룬다. 이를 위해 평가방법론과 운영규정을 체계적으로 관리하고, 평가자료의 검증과 평가결과에 대한 심의 절차를 운영한다.
SEC places importance not only on producing evaluation results but also on ensuring procedural fairness and the credibility of those results. To this end, it systematically manages its evaluation methodology and operating regulations while implementing data verification and review procedures.
SEC의 책임경영 평가는 기업과 공공기관의 현재 수준을 분석하는 데 그치지 않고, 조직이 사회적 책임과 공공가치를 실천하고 지속가능한 발전을 위한 개선 방향을 모색하는 데 기여하는 것을 지향한다.
SEC's responsible management evaluations are intended to go beyond assessing current organizational practices. They seek to encourage corporations and public institutions to strengthen social responsibility, realize public value, and identify opportunities for continuous improvement and sustainable development.
