세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다.

존경하는 국내외 언론인 여러분, 그리고 세계 시민 여러분.

 

세계언론협회(World Press Association, WPA) 를 방문해 주신 여러분을 진심으로 환영합니다.

 

 

언론의 역할이 더욱 중요해진 시대

 

우리는 지금 거대한 변화의 시대를 살아가고 있습니다.

 

과학기술은 눈부시게 발전하고 있으며, 인공지능(AI)과 디지털 혁명은 인류의 삶을 근본적으로 변화시키고 있습니다. 그러나 한편으로는 민주주의의 위기, 사회적 양극화, 경제적 불평등, 인권 문제, 허위정보의 확산, 그리고 국가와 공동체의 신뢰 붕괴라는 새로운 도전에도 직면하고 있습니다.

 

저는 이러한 시대일수록 언론의 역할이 더욱 중요해진다고 생각합니다.

 

언론은 단순히 정보를 전달하는 기관이 아닙니다.

 

언론은 국민의 알 권리를 보장하고, 사회적 약자의 목소리를 대변하며, 공공의 이익을 수호하고, 민주주의를 지키는 마지막 안전장치 가운데 하나입니다.

 

특히 언론은 국민이 위임한 권력이 올바르게 사용되고 있는지 끊임없이 감시해야 할 책임을 갖고 있습니다.

 

 

견제받지 않는 권력이 가져오는 비극

 

역사를 돌아보면 수많은 국가들이 한때 찬란한 번영을 누렸음에도 불구하고 결국 쇠퇴와 혼란을 경험하였습니다.

 

그 원인은 다양할 수 있지만, 공통적으로 발견되는 한 가지 사실이 있습니다.

 

그것은 바로 권력이 견제를 받지 못할 때 국가와 국민은 불행해질 수 있다는 것입니다.

 

언론의 감시를 받지 않는 권력, 국민의 통제를 받지 않는 권력, 그리고 특정 세력의 이익을 위하여 사용되는 권력은 결국 사회의 공정성을 무너뜨리고 민주주의를 훼손하게 됩니다.

 

세계언론협회는 이러한 역사적 교훈을 결코 잊어서는 안 된다고 생각합니다.

 

 

특정세력에 의한 권력 사유화를 경계해야 합니다

 

민주주의 사회에서 모든 권력은 국민으로부터 나옵니다.

 

따라서 국민이 위임한 권력은 국민 전체를 위하여 사용되어야 하며 특정 개인이나 특정 집단의 이익을 위하여 사용되어서는 안 됩니다.

 

저는 오랜 시간 언론 활동과 시민사회 활동을 하면서 한 가지 중요한 사실을 확인할 수 있었습니다.

 

특정세력에 의한 권력 사유화는 사회를 병들게 한다는 것입니다.

 

권력이 특정 세력의 이익을 위하여 사용되기 시작하면 공정은 무너지고, 상식은 설 자리를 잃게 되며, 결국 그 피해는 힘없는 국민들에게 돌아가게 됩니다.

 

역사는 특정세력에 의한 권력 사유화로 인해 수많은 국가와 국민들이 고통을 겪어 왔음을 보여주고 있습니다.

 

그리고 그러한 불행한 역사는 지금도 세계 곳곳에서 반복되고 있습니다.

 

세계언론협회는 특정 정당이나 정치세력을 지지하거나 반대하지 않습니다.

 

그러나 우리는 어떠한 경우에도 국민이 위임한 권력이 특정 세력의 소유물처럼 사용되는 것을 경계합니다.

 

우리는 특정세력에 의한 권력 사유화로 인하여 불행한 역사가 반복되는 것을 막아야 한다고 믿습니다.

 

이것은 특정 정치적 입장이 아니라 민주주의를 유지하기 위한 최소한의 원칙입니다.

 

 

공정과 상식이 통하는 민주주의

 

세계언론협회가 추구하는 민주주의는 단순히 선거를 통하여 권력을 선출하는 제도적 민주주의에 머물지 않습니다.

 

우리가 추구하는 민주주의는 공정과 상식이 살아있는 민주주의입니다.

 

법과 원칙이 누구에게나 동일하게 적용되고, 기회가 공정하게 보장되며, 힘없는 사람들도 존중받고, 사회적 약자들도 희망을 가질 수 있는 사회를 의미합니다.

 

진정한 민주주의는 강한 사람만을 위한 사회가 아니라 힘없는 사람들도 함께할 수 있는 사회라고 생각합니다.

 

 

사회적 약자와 함께하는 언론

 

언론은 권력의 편이 아니라 국민의 편에 서야 하며, 기득권의 편이 아니라 공공의 이익을 우선해야 합니다.

 

또한 언론은 사회적 약자들이 겪는 고통을 외면하지 말아야 하며, 미래세대가 살아갈 사회에 대하여 책임 있는 목소리를 내야 합니다.

 

경제적 어려움을 겪는 국민, 청년세대, 노인, 장애인, 아동과 청소년 등 사회적 약자들의 목소리가 사회에 전달될 수 있도록 노력하는 것은 언론의 중요한 책무입니다.

 

 

미래세대를 위한 책임

 

인권, 교육, 보건, 환경, 과학기술, 언론자유와 같은 문제들은 특정 세대만의 문제가 아니라 우리 모두와 미래세대의 문제입니다.

 

우리는 미래세대로부터 잠시 세상을 빌려 사용하고 있을 뿐입니다.

 

오늘 우리가 내리는 결정은 미래세대의 삶을 결정하게 됩니다.

 

따라서 언론 역시 미래세대를 위한 책임을 함께 고민해야 합니다.

 

 

디지털 시대와 언론의 새로운 과제

 

오늘날 디지털 기술과 인공지능(AI)의 발전은 언론 환경에 커다란 변화를 가져오고 있습니다.

 

정보는 더욱 빠르게 생산되고 확산되고 있지만, 동시에 허위정보와 조작정보 또한 급속히 증가하고 있습니다.

 

이러한 시대일수록 언론은 사실 확인과 검증이라는 본연의 역할에 더욱 충실해야 합니다.

 

세계언론협회는 건강한 정보 생태계 조성과 언론윤리 확립을 위하여 지속적으로 노력할 것입니다.

 

 

세계언론협회가 나아갈 길

 

세계언론협회는 국내외 언론기관 및 언론인들과 연대하여 언론의 자유와 독립성을 수호하고 민주주의 가치와 공공성을 실현하는 글로벌 언론공동체를 만들어 가고자 합니다.

 

또한 전국언론단체총연합회(NFPO), 세계연맹기자단(WPC), 세계연맹유튜버기자단(WYPC), 기회공정실천연대(FOPAH), 특정세력권력사유화방지 범국민운동본부(PMHAPP) 등과 협력하여 공익적 가치 실현에 기여할 것입니다.

Distinguished journalists, media professionals, and citizens around the world,

 

Welcome to the official website of the World Press Association (WPA).

 

We are living in an era of profound transformation. Rapid advances in science and technology, together with the emergence of artificial intelligence and digital innovation, are reshaping every aspect of human society. At the same time, however, we are facing unprecedented challenges, including threats to democratic values, widening social and economic disparities, the spread of misinformation, violations of human rights, and the erosion of public trust in institutions.

 

In times such as these, the role of the media becomes more important than ever before.

 

 

An Era in Which the Role of the Press Is More Important Than Ever

 

The media is far more than a channel for delivering information.

 

It serves as a guardian of the people's right to know, a voice for the socially vulnerable, a protector of the public interest, and one of the final safeguards of democracy.

 

Most importantly, the press bears the responsibility of continuously monitoring whether the power entrusted by citizens is being exercised fairly, responsibly, and in accordance with the public good.

 

A free society requires a free press, and a healthy democracy depends upon an independent and responsible media.

 

 

The Tragedy Brought About by Unchecked Power

 

History provides countless lessons about the consequences of power that operates without accountability.

 

Many nations once enjoyed periods of prosperity and greatness, only to later experience decline, instability, and social conflict.

 

While the causes may differ from one country to another, one common lesson remains clear: when power is no longer subject to meaningful oversight, nations and their people inevitably suffer.

 

Power that escapes public scrutiny, avoids media oversight, or serves narrow interests rather than the common good ultimately weakens fairness, undermines justice, and threatens democratic institutions.

 

The World Press Association believes that these historical lessons must never be forgotten.

 

 

Preventing the Privatization of Power by Particular Interests

 

One of the fundamental values upheld by the World Press Association is the prevention of the privatization of public power by particular interests.

 

In a democratic society, all power originates from the people.

 

Therefore, the authority entrusted by citizens must be exercised for the benefit of the public as a whole and must never be used to advance the interests of a specific individual, group, faction, or privileged class.

 

Throughout my years of involvement in journalism and civic activities, I have witnessed an important truth: the privatization of power damages society.

 

When public authority begins serving particular interests rather than the common good, fairness is weakened, common sense loses its place, and the burden of that injustice ultimately falls upon ordinary citizens and the socially vulnerable.

 

History repeatedly demonstrates that countless nations and peoples have suffered when power became concentrated in the hands of a few.

Unfortunately, such tragedies continue to occur in many parts of the world today.

 

The World Press Association neither supports nor opposes any political party or political force.

 

However, we firmly believe that power entrusted by citizens must never be treated as the property of any particular interest group.

 

We must prevent the recurrence of tragic histories caused by the privatization of power by particular interests.

 

This is not a political position. It is a fundamental principle necessary for the preservation of democracy itself.

 

 

Democracy Guided by Fairness and Common Sense

 

The democracy envisioned by the World Press Association extends beyond the simple act of electing leaders through periodic elections.

 

We believe in a democracy guided by fairness and common sense.

 

It is a society where laws and principles are applied equally to all, opportunities are distributed fairly, the vulnerable are respected, and every citizen can live with dignity and hope.

 

True democracy is not a system designed only for the powerful.

 

It is a system in which even those without power, influence, or privilege can participate, be heard, and share in the benefits of society.

 

 

A Press That Stands with the Socially Vulnerable

 

The media must stand with the people rather than with power.

 

It must prioritize the public interest rather than the interests of privileged groups.

 

The press must never ignore the suffering of those facing hardship, nor remain silent when injustice affects the most vulnerable members of society.

 

Journalism has a responsibility to ensure that the voices of ordinary citizens, young people, senior citizens, persons with disabilities, children, and other disadvantaged groups are heard and respected.

 

A truly responsible media serves not only those who possess influence, but also those whose voices might otherwise go unheard.

 

 

Responsibility to Future Generations

 

Issues such as human rights, education, public health, environmental protection, scientific advancement, and freedom of the press are not merely concerns of the present generation.

 

They are responsibilities that we owe to future generations.

 

We are merely temporary stewards of the world that future generations will inherit.

 

The decisions we make today will shape the opportunities, freedoms, and quality of life enjoyed by those who come after us.

 

For this reason, the media must also embrace its responsibility to future generations by helping to build a more just, sustainable, and democratic society.

 

 

New Challenges for the Media in the Digital Age

 

The rapid advancement of digital technology and artificial intelligence has fundamentally transformed the media landscape.

 

Information can now be produced and distributed at unprecedented speed.

 

At the same time, misinformation, disinformation, and manipulated content have become increasingly widespread.

 

In such an environment, the core responsibilities of journalism—verification, accuracy, integrity, and accountability—have become more important than ever.

 

The World Press Association will continue working to strengthen media ethics, promote responsible journalism, and foster a healthy information ecosystem suited to the realities of the digital age.

 

 

The Future Direction of the World Press Association

 

The World Press Association seeks to build a global media community dedicated to protecting press freedom and independence while advancing democratic values and the public interest.

 

Working together with the National Federation of Press Organizations (NFPO), the World Press Corps (WPC), the World YouTuber Press Corps (WYPC), the Fairness of Opportunity and Process Action Headquarters (FOPAH), and the People's Movement Headquarters Against Privatization of Power (PMHAPP), we will continue promoting public-interest values and contributing to social progress.

 

Our mission is not limited to journalism alone.

 

It is also to help build a society where freedom, fairness, accountability, and democratic principles are respected and protected.

 

 

Building a Free and Fair Society Together

 

A free and fair society cannot be built by any single individual or organization.

 

It requires the collective efforts of journalists, civil society, educators, scholars, cultural leaders, business communities, and citizens from all walks of life.

The World Press Association will continue to uphold freedom of the press, democratic values, public responsibility, human dignity, justice, and responsibility toward future generations.

 

We will remain committed to contributing to a freer, fairer, and more sustainable world.
