세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

Declaration of Research Ethics and Responsibility
International Policy Institute (IPI)
국제정책연구원(IPI)은 연구와 평가의 독립성, 객관성 및 공정성을 바탕으로 국가와 지역사회의 지속가능한 발전에 기여하고자 한다.
The International Policy Institute (IPI) is committed to contributing to the sustainable development of nations and local communities based on the principles of independence, objectivity, and fairness in research and evaluation.
우리는 연구와 평가가 사회적 신뢰 위에서 이루어져야 하며, 공익 실현과 사회 발전에 기여하여야 한다고 믿는다.
We believe that research and evaluation must be conducted on the foundation of public trust and should contribute to the realization of the public interest and the advancement of society.
이에 국제정책연구원은 다음과 같은 연구윤리와 책무를 선언한다.
Accordingly, the International Policy Institute hereby declares the following principles of research ethics and responsibility.

제1조 정치적 중립성
Article 1. Political Neutrality
국제정책연구원은 특정 정당, 정치세력 또는 이념에 편향되지 않으며 정치적 중립성을 유지한다.
The Institute shall maintain political neutrality and shall not be biased toward any political party, political group, or ideology.
모든 연구와 평가는 정치적 이해관계가 아닌 공익과 객관적 사실에 기반하여 수행한다.
All research and evaluations shall be conducted based on the public interest and objective facts rather than political interests.

제2조 독립성
Article 2. Independence
국제정책연구원은 외부의 부당한 영향력과 이해관계로부터 독립성을 유지한다.
The Institute shall maintain independence from undue external influence and vested interests.
연구 및 평가 과정은 어떠한 압력이나 간섭 없이 수행되어야 한다.
Research and evaluation activities shall be conducted free from pressure or interference.

제3조 객관성
Article 3. Objectivity
모든 연구와 평가는 사실과 근거에 기반하여 수행한다.
All research and evaluations shall be conducted based on facts and evidence.
연구 결과는 특정 목적이나 이해관계에 따라 왜곡하거나 조작하지 않는다.
Research findings shall not be distorted or manipulated for any specific purpose or interest.

제4조 공정성
Article 4. Fairness
국제정책연구원은 연구 및 평가 과정에서 공정한 기준과 절차를 적용한다.
The Institute shall apply fair standards and procedures throughout all research and evaluation processes.
모든 평가대상은 동등한 기준에 따라 평가한다.
All subjects of evaluation shall be assessed under equal standards.

Article 5. Transparency
국제정책연구원은 연구와 평가의 기준 및 운영 원칙을 투명하게 관리한다.
The Institute shall manage research and evaluation standards and operational principles in a transparent manner.
연구 및 평가의 신뢰성을 높이기 위하여 필요한 정보를 합리적인 범위 내에서 공개할 수 있다.
Information may be disclosed within a reasonable scope to enhance the credibility of research and evaluation activities.

Article 6. Accountability
국제정책연구원은 연구와 평가 결과에 대한 사회적 책임을 다한다.
The Institute shall fulfill its social responsibility for research and evaluation outcomes.
연구 결과가 사회에 미치는 영향을 고려하여 책임 있는 연구와 평가를 수행한다.
The Institute shall conduct responsible research and evaluation while considering the impact of its findings on society.

국제정책연구원은 연구와 평가의 전문성을 지속적으로 강화한다.
The Institute shall continuously strengthen its professional capabilities in research and evaluation.
연구자와 평가자는 관련 분야의 전문성과 윤리성을 유지하기 위하여 지속적으로 노력한다.
Researchers and evaluators shall continuously strive to maintain professional competence and ethical standards in their respective fields.

국제정책연구원의 모든 연구와 평가는 공익 증진을 최우선 가치로 한다.
All research and evaluation activities of the Institute shall prioritize the promotion of the public interest.
국민과 지역사회의 지속가능한 발전에 기여하는 것을 궁극적인 목표로 한다.
The ultimate objective of the Institute is to contribute to the sustainable development of society and local communities.
