세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

제1장 총칙
Chapter 1. General Provisions
제1조 목적
Article 1. Purpose
본 규정은 국제정책연구원(IPI)의 조직과 운영에 관한 기본사항을 규정함으로써 연구원의 효율적 운영과 연구·평가 활동의 공정성 및 독립성을 확보함을 목적으로 한다.
These Regulations aim to establish the fundamental principles governing the organization and operation of the International Policy Institute (IPI) and to ensure efficiency, fairness, and independence in its research and evaluation activities.

제2조 명칭
Article 2. Name
기관의 명칭은 국제정책연구원(International Policy Institute, IPI)이라 한다.
The official name of the institution shall be the International Policy Institute (IPI).

제3조 성격
Article 3. Nature
국제정책연구원은 세계청년리더총연맹(WFPL) 부설 연구기관으로서 정치적 중립성과 독립성을 바탕으로 연구 및 평가 활동을 수행한다.
The International Policy Institute is an affiliated research institution of the World Federation of Power Leaders (WFPL) and conducts research and evaluation activities based on political neutrality and independence.

제5조 정치적 중립성
Article 5. Political Neutrality
국제정책연구원은 특정 정당 또는 정치세력을 지지하거나 반대하지 아니한다.
The Institute shall neither support nor oppose any political party or political group.

제6조 독립성
Article 6. Independence
국제정책연구원의 연구 및 평가 활동은 외부의 부당한 간섭이나 영향으로부터 독립적으로 수행되어야 한다.
Research and evaluation activities of the Institute shall be conducted independently from undue external influence or interference.

제7조 공익성
Article 7. Public Interest
국제정책연구원은 모든 연구와 평가 활동에서 공익 증진을 우선 가치로 한다.
The Institute shall prioritize the promotion of the public interest in all research and evaluation activities.

국제정책연구원은 원장, 연구위원, 자문위원 및 기타 필요한 조직으로 구성할 수 있다.
The Institute may consist of a Director, Research Fellows, Advisory Members, and other necessary bodies.

국제정책연구원은 연구 및 평가의 전문성 강화를 위하여 자문기구를 둘 수 있다.
The Institute may establish advisory bodies to strengthen the professionalism of its research and evaluation activities.

본 규정은 공포한 날부터 시행한다.
These Regulations shall take effect on the date of promulgation.
