세계는 지금 지속가능성과 책임경영이라는 새로운 시대적 전환점에 서 있습니다. 기후변화, 사회적 불평등, 인권 보호, 윤리경영, 디지털 혁신 등 다양한 글로벌 과제는 공공기관과 기업이 경제적 성과를 넘어 사회적 책임을 함께 실천할 것을 요구하고 있습니다.

 

이러한 변화 속에서 조직의 경쟁력은 단순한 성장과 수익성만으로 평가될 수 없으며, 사회와 환경에 대한 책임, 이해관계자와의 신뢰, 그리고 지속가능한 미래를 위한 기여 여부가 중요한 기준으로 자리 잡고 있습니다.

 

세계청년리더총연맹(WFPL)은 설립 이래 책임 있는 리더십과 지속가능한 발전, 그리고 공공성과 사회적 가치 실현을 위한 다양한 활동을 추진해 왔습니다. 이러한 철학을 바탕으로 공기업평가위원회(SEC)는 「WF 지속가능성·책임경영지수(WFSRI)」를 개발하였으며, 이를 통해 공공기관과 기업의 ESG 경영 수준과 책임경영 역량을 객관적이고 체계적으로 평가할 수 있는 기반을 마련하였습니다.

 

WFSRI는 단순한 평가체계를 넘어 조직이 지속가능한 발전을 실천하기 위한 방향을 제시하는 종합적 경영지표입니다. 특히 환경(Environment), 사회(Social), 지배구조(Governance)를 중심으로 책임경영, 공공성, 윤리성, 혁신성 및 사회적 가치 창출을 함께 평가함으로써 미래지향적이고 균형 있는 조직 발전을 지원하고 있습니다.

 

이번 백서는 WFSRI의 철학과 목적, 평가체계와 운영원칙, 그리고 실질적인 활용방안을 종합적으로 정리한 공식 기준 문서로서 중요한 의미를 갖습니다. 본 백서가 공공기관과 기업, 연구기관, 정책결정자 및 다양한 이해관계자들에게 지속가능성과 책임경영에 대한 이해를 높이고 실천을 확산하는 데 기여하기를 기대합니다.

The world stands today at a pivotal moment defined by sustainability and responsible management. Global challenges such as climate change, social inequality, human rights protection, ethical governance, and digital innovation require public institutions and corporations to embrace social responsibility alongside economic achievement.

 

In this evolving environment, organizational competitiveness can no longer be measured solely by growth and profitability. Responsibility toward society and the environment, trust among stakeholders, and contributions to a sustainable future have become essential indicators of organizational excellence.

Since its establishment, the World Federation of Power Leaders (WFPL) has promoted responsible leadership, sustainable development, public value, and social responsibility through a wide range of initiatives. Guided by these principles, the Sustainable Enterprise Evaluation Commission (SEC) has developed the WF Sustainability & Responsibility Index (WFSRI), establishing a systematic and objective framework for evaluating ESG performance and responsible management capabilities across public institutions and corporations.

 

The WFSRI is more than an evaluation framework; it is a comprehensive management index that provides organizations with a pathway toward sustainable development. By assessing environmental, social, and governance (ESG) performance together with responsible management, public value, ethics, innovation, and social value creation, the WFSRI supports balanced and forward-looking organizational growth.

 

This White Paper represents an important milestone as the official reference document that presents the philosophy, objectives, evaluation framework, operational principles, and practical applications of the WFSRI. We hope that it will contribute to a deeper understanding of sustainability and responsible management while encouraging broader implementation among public institutions, corporations, research organizations, policymakers, and stakeholders.

 

The World Federation of Power Leaders will continue to work closely with the Sustainable Enterprise Evaluation Commission to advance sustainability and social value creation, while supporting the development of fair, transparent, and trusted evaluation systems.
