세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

Evaluation Ethics Regulations of the International Policy Institute (IPI)
제1장 총칙
Chapter 1. General Provisions
제1조 목적
Article 1. Purpose
본 규정은 국제정책연구원(IPI)이 수행하는 각종 평가사업의 독립성, 공정성, 객관성 및 신뢰성을 확보하기 위한 평가윤리 기준을 정함을 목적으로 한다.
These Regulations aim to establish ethical standards for evaluation activities conducted by the International Policy Institute (IPI) in order to ensure independence, fairness, objectivity, and credibility.
제2조 적용범위
Article 2. Scope of Application
본 규정은 국제정책연구원이 수행하거나 참여하는 모든 평가사업과 평가 관련 업무에 적용한다.
These Regulations shall apply to all evaluation programs and evaluation-related activities conducted or participated in by the Institute.
제3조 평가윤리의 기본원칙
Article 3. Fundamental Principles of Evaluation Ethics
국제정책연구원의 모든 평가는 다음의 원칙에 따라 수행한다.
All evaluations conducted by the Institute shall be carried out in accordance with the following principles.
1. 독립성 (Independence)
2. 객관성 (Objectivity)
3. 공정성 (Fairness)
4. 투명성 (Transparency)
5. 책임성 (Accountability)
6. 전문성 (Professionalism)
7. 공익성 (Public Interest)

제4조 독립성 보장
Article 4. Assurance of Independence
평가는 정치적, 경제적 또는 개인적 이해관계로부터 독립적으로 수행되어야 한다.
Evaluations shall be conducted independently from political, economic, or personal interests.
제5조 외부 개입 금지
Article 5. Prohibition of External Influence
어떠한 외부 기관이나 개인도 평가과정 및 평가결과에 부당하게 개입하여서는 아니 된다.
No external organization or individual shall improperly interfere with evaluation processes or outcomes.
제6조 독립적 판단
Article 6. Independent Judgment
평가위원은 자신의 전문성과 판단에 따라 독립적으로 평가하여야 한다.
Evaluators shall conduct evaluations independently based on their professional expertise and judgment.
제3장 공정성과 객관성
Chapter 3. Fairness and Objectivity
제7조 공정한 평가
Article 7. Fair Evaluation
모든 평가대상은 동일한 기준과 절차에 따라 평가하여야 한다.
All evaluation subjects shall be assessed under the same standards and procedures.
제8조 객관적 자료 활용
Article 8. Use of Objective Data
평가는 객관적으로 검증 가능한 자료와 사실에 근거하여 수행하여야 한다.
Evaluations shall be conducted based on objectively verifiable data and facts.
제9조 차별 금지
Article 9. Non-Discrimination
평가자는 정치적 성향, 지역, 성별, 종교, 사회적 지위 또는 기타 사유로 차별하여서는 아니 된다.
Evaluators shall not discriminate on the basis of political views, region, gender, religion, social status, or any other factor.
제4장 이해충돌 방지
Chapter 4. Prevention of Conflicts of Interest
제10조 이해충돌 회피
Article 10. Avoidance of Conflicts of Interest
평가자는 평가대상과 이해관계가 있는 경우 해당 평가에 참여하여서는 아니 된다.
Evaluators shall not participate in evaluations where a conflict of interest exists.
제11조 이해관계 신고
Article 11. Disclosure of Interests
평가자는 이해충돌 가능성이 있는 경우 이를 즉시 신고하여야 한다.
Evaluators shall promptly disclose any potential conflicts of interest.
제5장 평가자료 보호
Chapter 5. Protection of Evaluation Materials
제12조 비밀유지
Article 12. Confidentiality
평가자는 평가과정에서 취득한 정보를 외부에 공개하거나 유출하여서는 아니 된다.
Evaluators shall not disclose or leak information obtained during evaluation activities.
제13조 자료보호
Article 13. Protection of Materials
평가자료는 관련 규정에 따라 안전하게 관리하여야 한다.
Evaluation materials shall be securely managed in accordance with applicable regulations.
제6장 평가결과 관리

제14조 결과의 객관성
Article 14. Objectivity of Results
평가결과는 평가기준과 평가자료에 근거하여 도출하여야 한다.
Evaluation results shall be derived based on evaluation standards and supporting evidence.
제15조 결과의 신뢰성
Article 15. Reliability of Results
평가자는 평가결과의 신뢰성과 타당성을 확보하기 위하여 노력하여야 한다.
Evaluators shall strive to ensure the reliability and validity of evaluation results.
제16조 결과 활용
Article 16. Use of Results
평가결과는 공익 증진과 지속적인 개선을 위한 목적으로 활용한다.
Evaluation results shall be utilized for the promotion of the public interest and continuous improvement.
제7장 평가자의 윤리
Chapter 7. Ethics of Evaluators
제17조 성실 의무
Article 17. Duty of Integrity
평가자는 성실하고 책임감 있게 평가업무를 수행하여야 한다.
Evaluators shall perform evaluation duties with integrity and responsibility.
제18조 전문성 유지
Article 18. Maintenance of Professional Competence
평가자는 평가 전문성 향상을 위하여 지속적으로 노력하여야 한다.
Evaluators shall continuously strive to enhance their professional competence.
제19조 품위 유지
Article 19. Professional Conduct
평가자는 평가기관의 명예와 신뢰를 훼손하는 행위를 하여서는 아니 된다.
Evaluators shall not engage in conduct that damages the reputation or credibility of the evaluation institution.
제8장 부칙
Chapter 8. Supplementary Provisions
제20조 시행
Article 20. Enforcement
본 규정은 공포한 날부터 시행한다.
These Regulations shall take effect on the date of promulgation.
