SEC(Sustainable Enterprise Evaluation Commission)는 기업 및 공공기관에 대한 평가의 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency), 책임성(Accountability) 및 데이터 신뢰성(Data Reliability)을 확보하기 위하여 독립적인 평가체계를 운영하고 있다.

The Sustainable Enterprise Evaluation Commission (SEC) operates an independent evaluation framework to ensure Fairness, Objectivity, Independence, Transparency, Accountability, and Data Reliability in all evaluation activities involving corporations and public institutions.

 

평가의 독립성은 SEC의 핵심 운영원칙인 동시에 기업, 공공기관, 투자자 및 다양한 이해관계자가 평가결과를 신뢰할 수 있도록 하는 가장 중요한 기반이다. SEC는 독립성과 공정성을 바탕으로 객관적인 평가를 수행하며, 이를 통하여 조직의 지속적인 발전과 사회적 신뢰 제고를 지원하고 있다.

Independence is not only a fundamental operating principle of SEC but also the foundation that enables corporations, public institutions, investors, and stakeholders to place confidence in its evaluation results. Through objective and independent evaluations, SEC supports organizational development while strengthening public trust.

 

 

독립성 운영 원칙
Principles of Independence

① 정치적 중립성

Political Neutrality

 

SEC는 특정 정당, 정치세력 또는 정치적 이해관계로부터 독립적으로 운영된다.

SEC operates independently of any political party, political organization, or political interest.

 

평가결과와 평가등급은 정치적 입장이나 외부 압력에 영향을 받지 않으며, 오직 공개된 평가기준과 객관적인 자료에 근거하여 결정된다.

Evaluation results and ratings are never influenced by political positions or external pressure and are determined solely in accordance with publicly disclosed evaluation standards and objective evidence.

 

② 경제적 독립성

Financial Independence

 

SEC는 평가와 인증의 독립성을 확보하기 위하여 평가대상 기업 및 공공기관으로부터 평가비, 심사비, 인증비, 후원금, 협찬금 또는 기타 경제적 지원을 받지 않는다.

To preserve the independence of evaluation and certification activities, SEC does not accept evaluation fees, review fees, certification fees, sponsorships, promotional support, or any other financial assistance from evaluated corporations or public institutions.

 

경제적 독립성은 평가의 공정성과 객관성을 보장하기 위한 원칙이며, 모든 평가결과와 인증결정은 공개된 평가기준, 검증자료 및 객관적인 분석에 따라 이루어진다.

Financial independence safeguards fairness and objectivity. All evaluation results and certification decisions are based exclusively on publicly disclosed standards, verified evidence, and objective analysis.

 

③ 평가위원의 독립성

Independence of Evaluators

 

평가위원은 객관적이고 독립적인 전문적 판단에 따라 평가를 수행하며, 평가대상 기관과의 이해관계 또는 외부 영향으로부터 자유로워야 한다.

Evaluators perform assessments based on objective, independent, and professional judgment and must remain free from conflicts of interest or external influence.

 

평가위원은 평가 전 과정에서 공정성, 청렴성 및 전문성을 유지하며, 책임 있는 평가를 수행한다.

Evaluators uphold fairness, integrity, and professionalism throughout the entire evaluation process.

 

 

이해상충 방지
Prevention of Conflicts of Interest

 

SEC는 평가의 공정성과 신뢰성을 확보하기 위하여 이해상충 방지체계를 운영하고 있다.

SEC maintains a Conflict of Interest Prevention Framework to ensure fairness and credibility throughout the evaluation process.

 

평가위원 및 관계자는 실제 또는 잠재적인 이해상충이 발생하는 경우 즉시 이를 신고하여야 하며, 필요한 경우 해당 평가업무에서 회피 또는 배제된다.

Evaluators and relevant personnel must promptly disclose any actual or potential conflict of interest and, where appropriate, withdraw from or be excluded from the relevant evaluation activities.

 

 

평가결과의 검증체계
Verification of Evaluation Results

 

평가결과는 자료수집, 자료검증, 공개자료 교차검증, 사실확인(Factual Review), 평가위원 검토 및 평가위원회 심의를 거쳐 확정된다.

Evaluation results are finalized through data collection, verification, public information cross-checking, Factual Review, evaluator assessment, and Evaluation Commission deliberation.

 

SEC는 평가대상기관이 평가결과를 충분히 확인할 수 있도록 사실확인(Factual Review)과 이의신청(Appeal) 절차를 운영하고 있으며, 이를 통하여 평가의 정확성과 신뢰성을 지속적으로 높이고 있다.

SEC operates Factual Review and Appeal procedures to enable evaluated organizations to verify evaluation results, thereby continuously enhancing the accuracy and credibility of its evaluations.

 

 

평가 거버넌스
Evaluation Governance

 

SEC는 SEC ESG 평가등급 운영규정, SEC 평가결과 공표규정, SEC 사실확인(Factual Review) 운영규정, SEC 이의신청(Appeal) 심사규정, WFPL ESG 인증 운영규정, SEC 평가윤리규정 및 SEC 이해상충 방지규정을 기반으로 평가 거버넌스를 운영하고 있다.

SEC maintains its evaluation governance framework based on the SEC ESG Rating Regulations, SEC Rating Disclosure Regulations, SEC Factual Review Regulations, SEC Appeal Review Regulations, WFPL ESG Certification Regulations, SEC Evaluation Ethics Regulations, and SEC Conflict of Interest Prevention Regulations.

 

이러한 거버넌스는 평가의 신뢰성과 일관성을 확보하는 동시에 기업 및 공공기관이 평가결과를 신뢰하고 지속적인 개선과 혁신에 활용할 수 있도록 지원하기 위한 것이다.

SEC는 평가체계, 평가방법론, 평가등급 체계, 인증제도 및 주요 정책자료를 공개하여 평가의 예측가능성과 신뢰성을 높이고 있다.

SEC enhances transparency and predictability by publicly disclosing its evaluation framework, methodology, rating system, certification program, and major policy documents.

 

주요 제도와 정책자료는 전자문서(Electronic Document) 형태로 제공되어 기업, 공공기관, 투자자 및 이해관계자의 정보 접근성과 활용성을 높이고 있다.

Major systems and policy documents are provided in electronic document format to improve accessibility and practical usability for corporations, public institutions, investors, and stakeholders.
