Overview of the SEC Evaluation Framework

 

 

SEC(Sustainable Enterprise Evaluation Commission)는 WF책임경영지수(WFSRI)를 기반으로 공공기관·공기업·기업의 지속가능성과 책임경영 수준을 종합적으로 평가하기 위하여 설립된 독립적 평가기구이다.

 

The Sustainable Enterprise Evaluation Commission (SEC) is an independent evaluation body established to comprehensively assess the sustainability and responsible management performance of public institutions, public enterprises, and corporations based on the WF Sustainable Responsibility Index (WFSRI).

SEC의 평가체계는 평가철학, 평가기준, 평가방법론, 평가운영 및 인증제도가 유기적으로 연계된 통합 구조로 운영된다.

 

The SEC evaluation system operates through an integrated structure in which evaluation philosophy, evaluation criteria, evaluation methodology, evaluation operations, and certification systems are organically interconnected.

SEC는 평가의 공정성, 객관성, 독립성, 전문성, 투명성 및 책임성을 바탕으로 평가를 수행하며, 지속가능한 발전과 책임경영 문화 확산에 기여하는 것을 목표로 한다.

 

The SEC conducts evaluations based on the principles of fairness, objectivity, independence, professionalism, transparency, and accountability, with the objective of contributing to sustainable development and the advancement of a responsible management culture.

 

 

SEC 평가체계 구성

Structure of the SEC Evaluation Framework

 

① WF책임경영지수(WFSRI)

WF Sustainable Responsibility Index (WFSRI)

WF책임경영지수(WFSRI)는 SEC의 공식 평가모델로서 지속가능성, 책임경영, 공공성, 사회적 가치, 공동체 가치 및 혁신성장을 핵심 가치로 반영한 통합 책임경영 평가체계이다.

 

The WF Sustainable Responsibility Index (WFSRI) serves as the official evaluation model of the SEC and is an integrated responsible management evaluation framework built upon the core values of Sustainability, Responsible Management, Public Value, Social Value, Community Value, and Innovation Growth.

 

② 평가체계

Evaluation Framework

평가체계는 6대 평가부문(Evaluation Categories), 14개 하위항목(Sub-Categories), 110개 세부지표(Detailed Indicators) 및 31개 핵심가치지표(Core Value Indicators, CVI)로 구성되어 있으며, 조직의 정책, 제도, 운영체계, 실행성과 및 지속가능성을 종합적으로 평가하도록 설계되어 있다.

 

The evaluation framework consists of six Evaluation Categories, fourteen Sub-Categories, one hundred ten Detailed Indicators, and thirty-one Core Value Indicators (CVI), designed to comprehensively assess organizational policies, systems, operational structures, performance outcomes, and sustainability.

 

③ SEC 평가방법론

SEC Evaluation Methodology

SEC 평가방법론은 평가자료 수집, 검증, 분석, 심의 및 결과 도출에 이르는 전 과정을 체계적으로 운영하기 위한 평가 적용 기준과 분석 방법을 제시한다.

 

The SEC Evaluation Methodology provides evaluation application standards and analytical methods for systematically managing the entire process from data collection and verification to analysis, deliberation, and result determination.

 

④ WFPL 공공기관·기업 ESG 평가

WFPL ESG Evaluation for Public Institutions and Corporations

WFPL 공공기관·기업 ESG 평가는 WFSRI를 기반으로 실시되는 공식 평가사업으로서 공공기관·공기업·기업의 지속가능성과 책임경영 수준을 종합적으로 평가한다.

 

The WFPL ESG Evaluation for Public Institutions and Corporations is the official evaluation program conducted on the basis of the WFSRI and comprehensively assesses sustainability and responsible management performance.

 

⑤ 평가결과

Evaluation Results

평가결과는 객관적인 검증과 심의 절차를 거쳐 확정되며, 평가체계의 신뢰성과 공공성을 확보하기 위하여 공개된다.

 

Evaluation results are finalized through objective verification and deliberation procedures and are disclosed to ensure credibility and public value.

 

⑥ 인증제도

Certification System

SEC 인증제도는 평가결과를 기반으로 우수기관을 인증하고 책임경영 문화 확산과 지속가능한 발전을 지원하기 위하여 운영된다.

 

The SEC Certification System is operated to recognize outstanding organizations based on evaluation results and to support the advancement of responsible management and sustainable development.

 

⑦ WFSRI 백서

White Paper on the WF Sustainable Responsibility Index (WFSRI)

WFSRI 백서는 평가철학, 핵심가치, 평가체계, 평가지표 및 활용방안을 종합적으로 정리한 공식 기준문서로서 SEC 평가체계의 기본 근거가 된다.

 

The WFSRI White Paper is the official reference document that comprehensively presents the evaluation philosophy, core values, evaluation framework, indicators, and application methods, serving as the foundational basis of the SEC evaluation system.

 

 

SEC 평가체계의 운영 방향

Operational Direction of the SEC Evaluation Framework

 

SEC는 평가의 독립성과 공정성을 최우선 가치로 하며, 정보공개와 평가기준 공개를 통하여 평가의 투명성과 신뢰성을 지속적으로 강화하고 있다.

 

The SEC places the highest priority on independence and fairness and continuously strengthens transparency and credibility through information disclosure and the publication of evaluation criteria.

또한 평가체계의 안정성, 예측가능성 및 지속적인 발전을 위하여 평가기준 개정이력 공개, 평가체계 개발 로드맵 운영 및 이해관계자 의견수렴 원칙을 적용하고 있다.

 

In addition, the SEC applies principles of revision-history disclosure, evaluation framework development roadmaps, and stakeholder consultation in order to ensure stability, predictability, and continuous improvement of the evaluation system.

SEC는 앞으로도 객관적이고 신뢰할 수 있는 평가체계를 통하여 공공기관·공기업·기업의 책임경영 수준 향상과 지속가능한 발전에 기여하고자 한다.
