발간사

국회의원은 국민으로부터 권한을 위임받은 국민의 대표입니다. 그 권한에는 국가의 미래를 결정하는 입법활동뿐 아니라 정부에 대한 감시와 견제, 국민의 권익 보호, 공공의 이익을 위한 책임 있는 의정활동이 함께 요구됩니다.

국회의원의 의정활동은 국민의 삶과 국가의 발전에 직간접적인 영향을 미칩니다. 따라서 의정활동의 성과는 단순한 실적이나 외형적인 활동만으로 판단하기보다, 그 과정과 결과가 국민과 사회에 어떠한 가치를 가져왔는지를 종합적으로 살펴볼 필요가 있습니다.

그러나 국회의원의 의정활동을 평가하는 일은 결코 단순하지 않습니다. 입법과 정책의 성과는 다양한 요인의 영향을 받으며, 동일한 활동이라 하더라도 그 의미와 효과는 평가하는 관점에 따라 달라질 수 있기 때문입니다.

이러한 한계를 극복하기 위해서는 평가자의 주관적 판단을 최소화하고, 검증 가능한 자료와 일관된 기준을 바탕으로 의정활동을 분석할 수 있는 전문적인 평가체계가 필요합니다.

세계청년리더총연맹(WFPL)이 개발한 WF국회의정혁신지수(WFAPII)는 이러한 문제의식에서 출발한 독자적인 의정평가 전문 평가지수입니다.

국회의원 의정평가위원회(AEC)는 WFAPII를 기반으로 의정활동의 실질적인 성과와 공익적 가치를 분석하고, 국민의 대표로서 수행해야 할 책임과 의무가 얼마나 충실하게 이행되고 있는지를 종합적으로 평가하고자 합니다.

무엇보다 중요한 것은 평가의 독립성입니다. 국회의원 의정평가는 특정 정당이나 정치세력의 이해관계에 영향을 받아서는 안 되며, 평가대상자의 지위나 영향력에 따라 평가기준이 달라져서도 안 됩니다.

평가결과가 국민의 신뢰를 얻기 위해서는 평가기준의 일관성과 자료의 객관성, 평가절차의 공정성이 확보되어야 합니다. 또한 평가과정에서 발생할 수 있는 오류와 사실관계의 차이를 확인하고 바로잡을 수 있는 검증절차도 충실하게 운영되어야 합니다.

국회의원 의정평가위원회는 이러한 원칙을 지키는 것이 평가기관의 가장 중요한 책무라고 생각합니다.

평가의 목적은 단순히 국회의원 간의 우열을 가리거나 특정인을 선정하는 데 있지 않습니다. 국민으로부터 위임받은 권한이 얼마나 책임 있게 행사되고 있는지, 의정활동이 국민의 삶과 국가발전에 어떠한 성과를 가져왔는지를 객관적으로 살펴보는 데 있습니다.

또한 의정평가는 과거의 활동을 평가하는 데 그쳐서는 안 됩니다. 평가결과가 국회의원 스스로 의정활동을 돌아보고, 국민의 요구와 국가적 과제에 더욱 충실하게 대응하는 계기가 될 수 있어야 합니다.

국민에게는 국회의원의 의정활동을 이해하고 판단하는 데 필요한 정보를 제공하고, 국회의원에게는 국민의 대표로서 책임 있는 의정활동의 중요성을 환기하는 것이 의정평가의 본질적인 역할입니다.

이번 WF국회의정혁신지수(WFAPII) 백서는 이러한 평가철학과 운영원칙을 체계적으로 정리하고, 독립적인 의정평가제도가 지향해야 할 기준을 제시하기 위해 마련되었습니다.

국회의원 의정평가위원회는 앞으로도 정치적 중립성과 평가의 독립성을 유지하면서, 객관적인 자료와 전문적인 분석을 바탕으로 평가의 신뢰성을 지속적으로 강화해 나가겠습니다.

아울러 국민의 알 권리 보장과 책임정치 구현이라는 본래의 목적을 잊지 않고, 평가결과에 대한 책임을 다하는 전문 평가기관으로서의 역할을 충실히 수행하겠습니다.

이번 백서가 국회의원 의정평가에 대한 이해를 높이고, 국민의 신뢰를 바탕으로 정책 중심의 정치문화와 책임 있는 의정활동이 정착되는 데 기여하기를 기대합니다.

Members of the National Assembly are representatives of the people, entrusted with the authority to act on their behalf. This authority carries responsibilities that extend beyond legislation to include parliamentary oversight, the protection of citizens' rights, and the pursuit of the public interest.

Parliamentary activities directly and indirectly influence the lives of citizens and the development of the nation. Their value should therefore be assessed not merely through numerical achievements or visible activities, but through a comprehensive examination of the processes involved and the outcomes delivered to society.

Evaluating parliamentary performance, however, is far from straightforward. Legislative and policy outcomes are influenced by numerous factors, and the significance of similar activities may vary depending on the context in which they are assessed.

Addressing these challenges requires a professional evaluation framework capable of minimizing subjective judgments and examining parliamentary performance through consistent standards and verifiable evidence.

The WF Assembly Politics Innovation Index (WFAPII), developed by the World Federation of Power Leaders (WFPL), was established in response to this need as an independent and specialized parliamentary evaluation index.

Through WFAPII, the Assembly Evaluation Commission (AEC) seeks to assess the substantive outcomes and public value of parliamentary activities, together with the extent to which members of the National Assembly fulfill their responsibilities as representatives of the people.

Above all, the independence of the evaluation process is essential. Parliamentary evaluation must remain free from the interests of particular political parties or political groups. Evaluation standards must not vary according to an individual's position, influence, or political circumstances.

For evaluation results to earn public trust, consistency in assessment standards, objectivity in evidence, and fairness in procedures are indispensable. Equally important are verification mechanisms that allow factual discrepancies and potential errors to be identified and corrected.

AEC regards the protection of these principles as one of its most important institutional responsibilities.

The purpose of parliamentary evaluation is not simply to compare legislators or identify particular individuals. Rather, it is to examine how responsibly public authority has been exercised and how parliamentary activities have contributed to the well-being of citizens and national development.

Parliamentary evaluation should also serve a purpose beyond reviewing past activities. Its findings should encourage members of the National Assembly to reflect on their performance and respond more effectively to public needs and national priorities.

Providing citizens with reliable information for understanding parliamentary activities, while reminding legislators of their responsibilities as public representatives, is a fundamental role of parliamentary evaluation.

This White Paper on WFAPII has been prepared to present these principles in a systematic manner and to establish a clear reference for the responsible operation of an independent parliamentary evaluation system.

AEC will continue to uphold political neutrality and institutional independence while strengthening the credibility of its evaluations through objective evidence and professional analysis.

We will remain committed to protecting the public's right to information, promoting accountable governance, and fulfilling our responsibilities as a specialized parliamentary evaluation institution.

I hope this White Paper will deepen public understanding of parliamentary evaluation and contribute to a political culture centered on substantive policies, public trust, and responsible parliamentary service.
