100 Members of the National Assembly the People Should Remember
1. Background to the Annual Parliamentary Evaluation System
Although parliamentary authority derives from the electoral mandate, the responsibilities of National Assembly members are not confined to election periods. Legislative and policy decisions, executive oversight, and scrutiny of public finances are continuous public duties. Accordingly, parliamentary performance warrants sustained examination throughout the legislative term.
A four-year comprehensive evaluation offers the advantage of examining parliamentary performance over an extended period. However, as the assessment period becomes longer, the systematic documentation and timely verification of annual legislative activities, policy developments, and their implications for citizens become increasingly important.
In response to this need, the Assembly Evaluation Commission (AEC) introduced “100 Members of the National Assembly the People Should Remember” in 2026 as an annual interim evaluation program. The initiative was established to examine parliamentary activities on a yearly basis under consistent criteria and connect the findings to a longer-term evaluation framework.
2. Institutional Purpose and Evaluation Approach
“100 Members of the National Assembly the People Should Remember” is designed to examine parliamentary performance through the substance and outcomes of public duties rather than personal recognition or political influence. Public visibility does not necessarily correspond to substantive parliamentary achievement, nor does media exposure or political prominence independently establish a member's contribution to the public interest.
Within this program, the expression “the People Should Remember” does not refer merely to popularity. It reflects the institutional purpose of examining and documenting parliamentary activities in terms of the fulfillment of public responsibilities, policy outcomes, and contributions to citizens' lives under established evaluation criteria.
Accordingly, the evaluation is not limited to determining whether an activity occurred or how frequently it was undertaken. It also considers the context, substance, relevance to parliamentary responsibilities, and verifiable outcomes of the activity.
3. Evaluation Subjects and Assessment Period
The annual interim evaluation covers 300 members of the National Assembly of the Republic of Korea. The assessment period runs from January 1 through October 31 each year, with official records collected and examined primarily in relation to parliamentary activities undertaken during that period.
Official records produced or disclosed by the National Assembly and government agencies serve as the primary evidence of parliamentary activities. Additional relevant materials may be examined under the evaluation criteria where necessary to understand policy implementation and its implications for citizens.
Questions concerning changes in parliamentary membership, the attribution of activities to particular assessment periods, or other individual circumstances are addressed in accordance with the official evaluation notice and applicable operating regulations for the relevant year.
4. Interpretation of Evidence and Assessment of Performance
Parliamentary responsibilities encompass distinct functions, including legislation, budgetary scrutiny, policymaking, and executive oversight. Because these activities differ in purpose, procedure, and the manner in which outcomes emerge, reducing all performance to a single numerical measure or interpreting it solely through simple quantitative comparisons has inherent limitations.
For example, the introduction of bills is an important record of legislative activity, but the number of bills alone cannot establish their necessity, quality, or the substantive contribution made during the legislative process. Similarly, parliamentary inspections require consideration not only of visible activity, such as the number of questions raised, but also of the evidence supporting identified issues, subsequent actions, and verifiable improvements.
The AEC applies the evaluation criteria established under the WF Assembly Parliamentary Innovation Index (WFAPII), taking account of the distinct characteristics of parliamentary activities. The theoretical foundations of the detailed evaluation categories and methodology are addressed in the separate WFAPII White Paper, while this program focuses on their application within annual evaluation administration.
5. Public Participation and the Use of Field-Based Evidence
Parliamentary activities documented in official legislative records do not always fully reflect how their consequences are experienced by citizens. Issues arising during policy implementation, concerns expressed by local communities, and experiences relating to public services may provide additional context for interpreting official evidence.
The AEC incorporates diverse public perspectives into its parliamentary performance evaluations through the views of residents across 243 local governments nationwide and the participation of more than 35,000 journalists affiliated with the National Federation of Press Organizations (NFPO), a coalition of approximately 50 media organizations under the World Press Association (WPA). Through this nationwide participation framework, the AEC gathers policy-related concerns and public-interest perspectives from local communities and connects them with the verification of official evidence to examine the substantive outcomes and broader impacts of parliamentary activities.
The use of field-based information must remain subject to factual verification under the established evaluation criteria. Public opinions and media reports may inform an assessment, but they do not independently establish parliamentary performance. Their sources, reliability, and relevance to the activities of the member concerned must therefore be examined.
6. Factual Review and Opportunities for Explanation
The reliability of parliamentary evaluation depends not only on the volume of evidence collected but also on its accurate interpretation and the adequate verification of facts concerning evaluated members. In particular, attributing parliamentary outcomes to individual members requires careful consideration of the responsible actors, timing, roles, and extent of their contributions.
The AEC provides evaluated members with opportunities to review relevant facts and submit explanations. This process is not intended to permit arbitrary changes to evaluation findings. Rather, it serves to identify omissions, factual inaccuracies, and issues of interpretation that may affect the accuracy of the assessment.
Corrections to verified records and the consideration of additional evidence are determined under established criteria and procedures, with final results confirmed following verification and deliberation.
7. Selection Principles and Publication of Results
“100 Members of the National Assembly the People Should Remember” selects no more than 100 members from among the 300 members of the National Assembly through established evaluation criteria and deliberation procedures. The number 100 represents an upper limit rather than a mandatory quota, and the actual number selected is determined by the evaluation findings and applicable criteria.
This approach reflects the institutional principle that established criteria take precedence over filling a predetermined number of places regardless of evaluation findings. Matters requiring additional determination, including ties, are addressed under the applicable operating regulations.
Evaluation results are scheduled to be announced on December 1 each year, following factual review and deliberation. The specific scope and method of publication are governed by the official notice and applicable regulations for the relevant year.
8. Institutional Linkage with the Four-Year Final Evaluation
Although the annual interim evaluation is administered separately from the four-year final evaluation, the two programs form an interconnected assessment system. The interim evaluation documents and verifies activities within individual years, while the final evaluation examines parliamentary performance across a broader portion of the legislative term.
Interim evaluation findings are incorporated into the final evaluation under established criteria and procedures. However, selection in an interim evaluation does not guarantee selection in the final evaluation, whose results are determined independently through the criteria and verification procedures applicable to the comprehensive assessment.
The annual interim evaluation is not conducted in years when the four-year final evaluation takes place. Accordingly, the Third WFPL Parliamentary Performance Evaluation of the 22nd National Assembly will be conducted in 2027 instead of the annual interim evaluation.
9. Continuity and Institutional Responsibility of Annual Evaluation
The significance of annual parliamentary evaluation extends beyond the publication of a new selection each year. Parliamentary records and verified evidence accumulated under a consistent institutional framework provide a basis for examining activities over time. This is important for distinguishing isolated achievements at particular moments from sustained parliamentary performance across a legislative term.
At the same time, maintaining an annual evaluation system entails institutional responsibility for the standards and procedures applied each year. The accuracy of evidence, consistency in applying criteria, and appropriateness of publication practices require increasingly rigorous management as the program continues.
The AEC integrates evidence and verification experience accumulated through annual interim evaluations into its longer-term parliamentary assessment system while maintaining responsibility for the public use of evaluation findings.
