Introduction to the Assembly Evaluation Commission (AEC)
1. The Institutional Context of Parliamentary Performance Evaluation
In a representative democracy, the National Assembly is a constitutional institution entrusted with legislative authority, executive oversight, and the deliberation of major national policies and public finances. The activities of its members give practical effect to these constitutional responsibilities and influence citizens' rights, everyday lives, and the institutional development of the nation.
Parliamentary activities are broad in scope and complex in nature, making it difficult to assess performance through isolated records or individual statistics. Quantitative indicators, such as the number of bills introduced, may describe certain aspects of legislative activity but cannot, by themselves, adequately explain legislative necessity, policy effectiveness, or contributions to the public interest.
Parliamentary performance evaluation addresses these limitations by systematically examining both the processes and outcomes of legislative activities and providing information that enables citizens to understand the public responsibilities of their representatives. Its value lies not only in the conclusions reached but also in the ability to explain the evidence and procedures supporting those conclusions.
2. Establishment and Development of the AEC
The World Federation of Power Leaders (WFPL) began pursuing research in 2016 in response to the need for a more systematic framework for assessing parliamentary performance. This research focused on developing a methodology capable of applying consistent standards while accounting for the diverse nature of parliamentary responsibilities.
The research contributed to the development of the WF Assembly Parliamentary Innovation Index (WFAPII) and the implementation of the parliamentary performance evaluation system. The first evaluation awards ceremony, covering the 20th National Assembly, was held on November 19, 2019, followed by the second ceremony for the 21st National Assembly on November 22, 2023.
The continuity of these evaluations reflects an institutional approach to documenting and examining parliamentary performance through established criteria and procedures, rather than treating evaluation as a one-time event or an extension of political disputes at a particular moment.
AEC(Assembly Evaluation Commission)
The Assembly Evaluation Commission (AEC) serves as the specialized body responsible for administering parliamentary performance evaluations developed through this research and evaluation work. It distinguishes methodological research and development from evaluation administration and manages procedures necessary for evidence verification, deliberation, and the publication of findings.
3. Institutional Identity and Responsibilities of the AEC
The AEC is a specialized parliamentary evaluation body established by the World Federation of Power Leaders. It is responsible for examining the public activities of National Assembly members under an established evaluation framework and administering the review and publication of evaluation results.
The AEC's evaluation activities do not replace the constitutional authority of the National Assembly or the electoral rights of citizens. Nor are they intended to determine approval or disapproval of individual members' political beliefs or the policy positions of political parties.
The AEC's role is to analyze the performance of public duties by National Assembly members using verifiable parliamentary records and to examine the substance and outcomes of those activities against established criteria. Through this process, it seeks to support systematic documentation and the public use of parliamentary evaluation findings.
4. Evaluation Philosophy and Fundamental Principles
Parliamentary performance evaluation takes place within a democratic system in which differing political views and policy choices coexist. Evaluation criteria must therefore be distinguished from preferences for particular political positions, and assessments of parliamentary activities must be supported by clear factual evidence and reasoned judgments.
The AEC adopts political neutrality, independence, objectivity, impartiality, and procedural fairness as fundamental principles of evaluation administration. These principles must extend beyond institutional declarations and be reflected in the selection and verification of evidence, application of evaluation criteria, factual review, and deliberation.
Evaluation independence involves not only protecting judgments from external influence but also accepting institutional responsibility for those judgments. Confidence in evaluation findings cannot rest solely on an institution's assertions; it must be supported by consistent standards, verifiable evidence, and sound procedures.
5. The AEC Parliamentary Evaluation System
The AEC's parliamentary evaluation system consists of an annual interim evaluation and a comprehensive final evaluation conducted on a four-year cycle. Although the two programs differ in their assessment periods and operational purposes, both are founded on the systematic documentation and examination of parliamentary activities.
The annual interim program, “100 Members of the National Assembly the People Should Remember,” examines parliamentary activities within a given year, while the four-year comprehensive evaluation reviews performance over a broader period of the parliamentary term. Interim evaluation findings are incorporated into the final evaluation in accordance with established criteria and procedures.
The annual interim evaluation is not conducted in years when the comprehensive final evaluation takes place. In 2027, the AEC will conduct the Third WFPL Parliamentary Performance Evaluation of the 22nd National Assembly, with the announcement of final results scheduled for November and the awards ceremony planned for December.
Detailed provisions concerning evaluation subjects, assessment periods, selection criteria, and operational procedures are provided in the respective evaluation program pages and official notices.
6. Relationship Between Evaluation Methodology and Administration
The AEC applies the WF Assembly Parliamentary Innovation Index (WFAPII), developed through research by the World Federation of Power Leaders. The WFAPII provides the methodological foundation for analyzing parliamentary activities under established criteria, while the AEC serves as the body responsible for implementing that framework through actual evaluation procedures.
Methodological development and evaluation administration are closely related but distinct functions. Research into the validity of an evaluation framework and the application of that framework to individual evaluation subjects require different forms of expertise and accountability.
On the basis of this functional distinction, the AEC administers evidence collection, application of criteria, factual review, verification of findings, and deliberation. The theoretical structure and detailed methodology of the WFAPII are addressed separately in the WFAPII White Paper.
7. Public Participation and Institutional Accountability
Although parliamentary activities take place within the National Assembly as the representative institution of the people, their consequences extend beyond the legislature itself. Legislative and policy outcomes may affect local communities, industries, public services, and citizens' rights and everyday lives.
Given these characteristics, parliamentary evaluation should examine not only institutional records but also the significance of parliamentary activities for citizens and the public interest. In incorporating public perspectives, however, verified facts must be distinguished from opinions, and policy preferences from evidence of parliamentary performance.
The AEC incorporates diverse public perspectives into its parliamentary performance evaluations through the views of residents across 243 local governments nationwide and the participation of more than 35,000 journalists affiliated with the National Federation of Press Organizations (NFPO), a coalition of approximately 50 media organizations nationwide under the World Press Association (WPA).
Through this nationwide public participation framework, the AEC extends its evaluation beyond parliamentary records by gathering policy-related concerns and public-interest perspectives from local communities and citizens' everyday lives. By combining these perspectives with systematic verification of official National Assembly and government records, the AEC conducts a multidimensional assessment of the substantive outcomes and broader societal impacts of parliamentary activities.
Broader public participation can strengthen the public-interest foundation of evaluation, but the scale of participation alone does not guarantee the accuracy of findings. Information obtained through participation must also be examined for source reliability, factual accuracy, and relevance to the established evaluation criteria.
8. Institutional Development and Future Priorities
The sustainability of parliamentary performance evaluation cannot be secured merely by conducting assessments repeatedly. It also requires stable evaluation standards, responsiveness to changing parliamentary conditions, accurate evidence verification, procedural consistency, and accountability for published findings.
The timing and nature of parliamentary outcomes may differ according to the characteristics of legislation and public policy. Distinguishing immediately observable activities from policy outcomes that emerge over longer periods, and clarifying the limits of available evidence and interpretation, are essential to the credibility of the evaluation system.
Drawing on accumulated research and evaluation experience, the AEC identifies the continued refinement of evidence management and verification procedures, together with stronger professional and procedural standards, as central institutional priorities.
The ultimate value of parliamentary performance evaluation lies not solely in the results an institution announces, but also in its ability to explain the evidence, standards, and verification procedures underlying those results and to provide reliable information that helps citizens understand parliamentary activities.
