Chapter XI. Quadrennial WFPL Parliamentary Evaluation

 

1. 최종평가의 목적과 기본 원칙

Purpose and Fundamental Principles of the Final Evaluation

 

세계청년리더총연맹(WFPL)이 실시하는 4년 주기 국회의원 의정평가 최종평가는 국회의원의 임기 중 의정활동을 종합적으로 분석하고, 그 성과와 공적 책임의 이행 정도를 평가하기 위한 제도다.

The quadrennial final parliamentary evaluation conducted by the World Federation of Power Leaders (WFPL) is designed to comprehensively assess parliamentary performance during a legislative term, including substantive achievements and the fulfillment of public responsibilities.

최종평가는 특정 연도의 활동이나 개별적인 성과만을 기준으로 하지 않으며, 평가대상 기간에 걸쳐 이루어진 입법활동과 정책성과, 국정감시, 공익적 책임 및 대국민 책임성 등을 종합적으로 고려한다.

The final evaluation is not limited to activities or achievements from a particular year. It comprehensively considers legislative performance, policy outcomes, parliamentary oversight, public responsibilities, and accountability to citizens throughout the applicable evaluation period.

평가에는 WF국회의정혁신지수(WFAPII, WF Assembly Politics Innovation Index)를 적용하며, 정치적 중립성과 평가의 독립성, 공정성 및 객관성을 기본 원칙으로 한다.

The evaluation applies the WF Assembly Politics Innovation Index (WFAPII) and is governed by the principles of political neutrality, independence, fairness, and objectivity.

최종평가는 국회의원의 의정활동에 관한 객관적인 정보를 국민에게 제공하고, 책임 있는 의정활동과 정책 중심의 정치문화 발전에 기여하는 것을 목적으로 한다.

The final evaluation aims to provide citizens with objective information on parliamentary performance and contribute to accountable legislative service and a political culture centered on substantive policy outcomes.

 

2. 국회의원 임기 4년 기준 최종평가 운영체계

Four-Year Evaluation Cycle Based on the Legislative Term

WFPL 국회의원 의정평가 최종평가는 국회의원 임기 4년을 기준으로 실시하며, 국회의원 총선거 직전년도에 최종결과를 발표하는 것을 원칙으로 한다.

The WFPL final parliamentary evaluation is conducted on a four-year cycle corresponding to the legislative term, with results generally announced in the year preceding a general election.

최종평가의 공식 명칭은 「제○회 WFPL 제○대 국회의원 의정평가」로 하며, 평가 회차와 해당 국회의 대수를 구분하여 표기한다.

The official title follows the format "The Nth WFPL Parliamentary Evaluation of the Nth National Assembly," identifying both the evaluation cycle and the corresponding National Assembly.

평가대상은 대한민국 국회의원 300인 전체를 원칙으로 하며, 지역구 국회의원과 비례대표 국회의원을 모두 포함한다.

The evaluation generally covers all 300 members of the National Assembly, including constituency and proportional representation legislators.

평가대상자의 실제 의정활동 기간과 직무 특성, 평가자료의 적용 가능성 및 관련 운영기준을 고려하여 평가를 실시한다.

The evaluation takes into account each legislator's actual period of service, parliamentary responsibilities, applicability of evidence, and relevant operational standards.

국회의원 임기 중 발생한 사임이나 의원직 상실, 보궐선거에 따른 임기 차이 등은 사전에 확정된 평가대상 및 적용기준에 따라 처리한다.

Differences in periods of service resulting from resignation, loss of office, or by-elections are handled according to predetermined eligibility and assessment standards.

 

3. 총선 직전년도 11~12월 최종평가 결과 발표

Publication of Final Evaluation Results in November–December Before a General Election

WFPL 국회의원 의정평가 최종결과는 국회의원 총선거 직전년도 11월부터 12월 사이에 발표하는 것을 원칙으로 한다.

WFPL final parliamentary evaluation results are generally announced between November and December of the year preceding a general election.

최종결과 발표 일정은 평가자료의 수집과 검증, 사실확인 및 필요한 심의절차를 고려하여 국회의원 의정평가위원회(AEC)가 확정한다.

The Assembly Evaluation Commission (AEC) determines the final announcement schedule with consideration for evidence collection, verification, factual confirmation, and necessary deliberation procedures.

평가결과 발표는 특정 정당의 공천 일정이나 정치적 이해관계에 따라 결정하지 않으며, 사전에 정한 평가 운영계획과 공식 발표일정을 기준으로 진행한다.

The publication schedule is not determined by the nomination timetable of any political party or by political interests. It follows the predetermined evaluation plan and officially established announcement schedule.

최종평가 결과의 공표는 국민의 알 권리와 평가의 공익적 목적에 따라 이루어지며, 관련 법령과 평가기관의 독립성 및 정치적 중립성을 준수한다.

Final evaluation results are published in support of the public's right to information and the public-interest purpose of parliamentary evaluation, in compliance with applicable laws, institutional independence, and political neutrality.

 

4. 임기 중 의정활동 성과의 종합평가

Comprehensive Assessment of Parliamentary Performance During the Legislative Term

최종평가는 평가대상 기간에 이루어진 의정활동을 종합적으로 검토하며, 개별 연도의 활동실적뿐 아니라 임기 중 지속적으로 수행한 정책활동과 확인 가능한 성과를 함께 고려한다.

The final evaluation comprehensively reviews parliamentary activities during the applicable assessment period, considering not only annual activity records but also sustained policy efforts and verifiable outcomes throughout the legislative term.

국회의원의 의정활동은 법률안의 발의와 심사, 정책 제안, 국정감시, 예산·결산 심사 및 국민과의 소통 등 다양한 형태로 나타나므로, 각 활동의 특성과 실제 기여도를 구분하여 분석한다.

Parliamentary performance includes bill introduction and deliberation, policy proposals, oversight, budgetary reviews, and communication with citizens. The assessment distinguishes the characteristics and actual contributions of these activities.

평가과정에서는 단기간에 나타난 외형적인 실적만으로 높은 성과를 인정하지 않으며, 정책의 필요성과 실효성, 공익적 가치 및 지속적인 책임 이행 여부를 종합적으로 검토한다.

The evaluation does not automatically recognize high performance based on short-term numerical achievements. It considers policy necessity, effectiveness, public value, and sustained fulfillment of public responsibilities.

또한 동일한 성과가 여러 연도의 평가자료에 반복하여 나타나는 경우에는 중복 반영 여부를 확인하고, 평가기간 전체의 성과를 일관된 기준에 따라 종합한다.

Where the same achievement appears repeatedly in evidence from different years, potential double counting is examined, and performance across the evaluation period is integrated under consistent standards.

 

5. 중간평가 결과와 최종평가의 연계

Relationship Between Interim and Final Evaluations

2026년부터 시행하는 연례 중간평가는 4년 주기 최종평가와 구분하여 운영하되, 최종평가에 활용할 수 있는 관련 평가자료와 검증기록을 축적하는 기능을 수행한다.

The annual interim evaluation introduced in 2026 operates separately from the quadrennial final evaluation while contributing relevant evidence and verification records that may be used in the final assessment.

최종평가에서는 임기 중 실시된 중간평가의 결과와 관련 자료를 종합적으로 검토하되, 중간평가의 선정 여부나 연도별 순위를 단순 합산하여 최종평가 결과를 결정하지 않는다.

The final evaluation considers interim evaluation results and supporting evidence from the legislative term but does not determine final outcomes merely by aggregating annual selections or rankings.

중간평가에서 「국민이 기억해야 할 국회의원 100인」으로 선정된 사실이 최종평가의 수상 자격이나 결과를 자동으로 보장하지 않으며, 중간평가에서 선정되지 않은 국회의원도 최종평가 대상에서 제외되지 않는다.

Selection as one of the "100 Members of the National Assembly to Remember" does not automatically guarantee eligibility for awards or favorable outcomes in the final evaluation. Legislators not selected in interim evaluations remain eligible for the final assessment.

중간평가 자료의 최종평가 반영 범위와 방법은 사전에 확정된 내부 평가기준에 따라 적용하며, 동일한 활동이나 성과가 중복 반영되지 않도록 관리한다.

The scope and method of incorporating interim evaluation evidence into the final evaluation follow predetermined internal standards, with controls to prevent double counting of activities or outcomes.

 

6. WFPL 국회의원 의정평가 대국민보고회

WFPL Parliamentary Evaluation Public Report

세계청년리더총연맹은 국회의원 의정평가 최종결과를 국민에게 알리기 위해 「WFPL 국회의원 의정평가 대국민보고회」를 개최한다.

WFPL holds the "WFPL Parliamentary Evaluation Public Report" to present the final parliamentary evaluation results to the public.

대국민보고회에서는 최종평가의 목적과 기본 운영원칙, 평가결과 및 관련 시상 사항 등을 공식적으로 발표한다.

The Public Report formally presents the objectives and fundamental principles of the final evaluation, the evaluation results, and related award decisions.

평가결과는 사실확인과 필요한 검증절차를 거쳐 확정된 내용을 기준으로 발표하며, 공개 범위와 방식은 관련 평가결과 공표기준에 따른다.

Results are announced on the basis of findings finalized through factual confirmation and necessary verification procedures, with the scope and method of disclosure governed by applicable publication standards.

대국민보고회는 특정 정당이나 정치세력의 이해관계를 대변하는 행사가 아니라, 국민에게 의정활동에 관한 객관적인 정보를 제공하기 위한 공익적 발표 행사로 운영한다.

The Public Report is conducted as a public-interest event intended to provide citizens with objective information on parliamentary performance, rather than to represent the interests of any political party or political group.

 

7. 국회의원 의정평가 대상(Grand Award)

Grand Award for Parliamentary Evaluation

국회의원 의정평가 대상(Grand Award)은 WFAPII 최종평가 결과와 관련 시상기준에 따라 우수한 의정활동 성과가 인정된 국회의원에게 수여하는 상이다.

The Grand Award for Parliamentary Evaluation is presented to legislators whose outstanding parliamentary performance is recognized through WFAPII final evaluation results and the applicable award criteria.

대상 수상자는 입법활동과 정책성과, 공익적 책임 및 대국민 책임성 등을 종합적으로 고려하여 선정하며, 최종평가 결과에 대한 검증과 관련 심의절차를 거쳐 확정한다.

Grand Award recipients are selected through a comprehensive consideration of legislative performance, policy outcomes, public responsibility, and accountability to citizens, following verification of final evaluation results and relevant deliberation procedures.

대상 수상자의 선정은 사전에 확정된 시상기준에 따라 이루어지며, 특정 정당이나 정치적 지위, 외부의 영향력에 따라 수상 여부를 결정하지 않는다.

Grand Award recipients are determined according to predetermined award standards, without regard to political affiliation, political position, or external influence.

 

8. 특별상(Special Award) 및 최우수상(Excellence Award)

Special Award and Excellence Award

특별상(Special Award)은 최종평가에서 창의적이고 공익적 가치가 높은 의정활동 등 관련 시상기준에 부합하는 성과가 인정된 국회의원에게 수여한다.

The Special Award is presented to legislators whose parliamentary activities demonstrate creativity, significant public value, or other achievements meeting the applicable award criteria.

최우수상(Excellence Award)은 WFAPII 최종평가 결과와 관련 시상기준에 따라 우수한 의정활동 성과가 인정된 국회의원에게 수여한다.

The Excellence Award is presented to legislators whose parliamentary performance is recognized as excellent under WFAPII final evaluation results and the applicable award criteria.

각 시상 부문의 수상자는 평가결과의 검증과 관련 심의절차를 거쳐 확정하며, 동일한 기준을 적용받는 평가대상자 간에는 일관된 시상원칙을 유지한다.

Recipients in each award category are confirmed following verification of evaluation results and relevant deliberation procedures, with consistent award standards applied to individuals under comparable conditions.

대상·특별상·최우수상의 세부 선정조건과 수상 인원 및 운영기준은 해당 평가회차에 적용되는 공식 시상규정에 따라 결정한다.

Detailed eligibility requirements, numbers of recipients, and operational standards for the Grand Award, Special Award, and Excellence Award are determined under the official award regulations applicable to each evaluation cycle.

 

9. 최종평가 결과의 검증·확정 및 공표

Verification, Finalization, and Publication of Final Evaluation Results

국회의원 의정평가위원회는 최종평가 결과를 발표하기 전에 평가자료의 정확성과 점수 산출결과, 관련 선정기준 및 시상기준의 적용 여부를 종합적으로 검토한다.

Before publishing final evaluation results, AEC comprehensively reviews evidence accuracy, score calculations, and the application of relevant selection and award criteria.

평가결과는 사실확인과 필요한 소명 및 심의절차를 거쳐 확정하며, 검증이 완료되지 않은 결과를 공식 확정결과로 발표하지 않는다.

Evaluation results are finalized through factual confirmation, necessary opportunities for response, and deliberation procedures. Findings that have not completed verification are not published as officially confirmed results.

최종결과의 발표와 시상자 선정은 승인된 평가기준과 시상규정에 따라 이루어지며, 결과 확정 이후 정정이 필요한 사항은 관련 절차에 따라 처리한다.

Publication of final results and selection of award recipients follow approved evaluation standards and award regulations. Matters requiring correction after finalization are handled through established procedures.

평가자료 수집과 결과검증 및 정정에 관한 세부절차는 제9장에서 설명한다.

10. 평가결과의 공익적 활용과 정보관리

Public-Interest Use of Evaluation Results and Information Management

최종평가 결과는 국민의 알 권리 보장과 국회의 책임성 및 투명성 제고를 위한 공익적 정보로 활용한다.

Final evaluation results serve as public-interest information intended to support the public's right to information and strengthen parliamentary accountability and transparency.

평가결과의 공개와 활용은 관련 법령과 공식 공표기준에 따라 이루어지며, 평가자료의 출처와 적용기간 및 결과의 확정 여부를 명확하게 구분한다.

The publication and use of evaluation results follow applicable laws and official disclosure standards, with clear distinctions made among evidence sources, assessment periods, and the finalization status of findings.

평가결과를 외부에 제공하거나 인용하는 경우에는 공식적으로 확정된 결과와 발표내용을 기준으로 하며, 평가기관이 승인하지 않은 해석이나 자료 변경이 공식 평가결과로 오인되지 않도록 관리한다.

Where evaluation results are provided to or cited by external parties, officially finalized findings and published information serve as the authoritative reference. Measures are taken to prevent unauthorized interpretations or altered materials from being mistaken for official evaluation results.

국회의원 의정평가위원회는 평가결과가 특정 정당이나 정치세력의 이해관계에 따라 왜곡되거나 부적절하게 활용되지 않도록 정치적 중립성과 평가의 독립성을 유지한다.

AEC maintains political neutrality and institutional independence to prevent evaluation results from being distorted or improperly used in the interests of particular political parties or political groups.

평가결과의 보존과 공개 범위, 정정 이력 및 관련 자료의 관리에 관한 사항은 공식 운영기준에 따라 처리한다.

The retention and disclosure of evaluation results, correction histories, and management of related records are governed by official operational standards.
