1. 백서의 성격과 목적 | Nature and Purpose of the White Paper

 

WF국회의정혁신지수(WFAPII, WF Assembly Politics Innovation Index) 백서는 세계청년리더총연맹(WFPL)이 독자적으로 개발한 국회의원 의정평가 전문 평가지수의 기본 개념과 평가철학, 평가체계 및 운영원칙을 체계적으로 정리한 공식 연구문서다.

The White Paper on the WF Assembly Politics Innovation Index (WFAPII) is an official research publication that systematically presents the fundamental concepts, evaluation philosophy, framework, and operational principles of the independent parliamentary evaluation index developed by the World Federation of Power Leaders (WFPL).

본 백서는 국회의원의 의정활동을 객관적이고 체계적으로 평가하기 위한 WFAPII의 학술적·제도적 기반을 설명하고, 평가체계의 일관성과 지속가능성을 확보하는 데 목적이 있다.

This White Paper aims to explain the academic and institutional foundations of WFAPII for the objective and systematic evaluation of parliamentary activities, while supporting the consistency and long-term sustainability of its evaluation framework.

WFAPII의 연구개발 배경과 발전 과정은 제2장에서, 평가의 기본 개념과 철학은 제3장에서 상세히 설명한다.

The research background and development of WFAPII are presented in Chapter II, while its fundamental concepts and evaluation philosophy are discussed in Chapter III.

 

2. 평가체계의 구성과 적용 범위 | Evaluation Framework and Scope of Application

WFAPII는 7대 평가부문, 15개 하위 평가항목 및 140개 세부평가지표로 구성된 종합적인 국회의원 의정평가체계다.

WFAPII is a comprehensive parliamentary evaluation framework consisting of seven Evaluation Categories, fifteen Evaluation Areas, and 140 Detailed Evaluation Indicators.

본 백서는 WFAPII의 평가체계와 평가방법론에 관한 기본 원칙을 설명하며, 국회의원 의정평가위원회(AEC, Assembly Evaluation Commission)가 실시하는 중간평가와 최종평가에 공통으로 적용되는 평가기반을 제시한다.

This White Paper explains the fundamental principles of the WFAPII evaluation framework and methodology and provides a common basis for interim and final parliamentary evaluations conducted by the Assembly Evaluation Commission (AEC).

평가체계의 기본 구조와 7대 평가부문은 제4장과 제5장에서 설명하며, 하위 평가항목과 세부평가지표의 운영 및 관리 원칙은 제6장에서 다룬다.

The overall evaluation framework and seven Evaluation Categories are explained in Chapters IV and V, while the operational and management principles of the Evaluation Areas and Detailed Evaluation Indicators are addressed in Chapter VI.

 

3. 연구성과 보호와 정보 공개 원칙 | Protection of Research Outcomes and Disclosure Principles

세계청년리더총연맹은 WFAPII의 독자적인 연구성과와 평가방법론을 보호하기 위해 7대 평가부문을 대외적으로 공개하고, 15개 하위 평가항목과 140개 세부평가지표의 구체적인 내용은 비공개로 관리한다.

WFPL publicly discloses the seven Evaluation Categories while maintaining the detailed contents of the fifteen Evaluation Areas and 140 Detailed Evaluation Indicators as confidential information to protect its independent research outcomes and evaluation methodology.

지표별 배점과 가중치, 계산 산식 및 세부 채점기준 등은 국회의원 의정평가위원회의 내부 평가운영 자료로 관리하며, 승인되지 않은 외부 제공이나 무단 활용을 제한한다.

Indicator-specific scoring allocations, weights, calculation formulas, and detailed assessment criteria are maintained as internal operational materials by AEC, with unauthorized disclosure or use restricted.

다만 평가의 공정성과 신뢰성을 확보하기 위해 평가의 기본 원칙과 결과검증, 사실확인 및 소명절차 등 평가대상자의 권익 보호에 필요한 사항은 공개 가능한 범위에서 설명한다.

To safeguard fairness and credibility, the fundamental evaluation principles, result verification procedures, factual confirmation processes, and opportunities for response are explained to the extent appropriate for public disclosure and the protection of evaluated individuals' rights.

평가방법론과 검증체계에 관한 사항은 제7장과 제9장에서 상세히 설명한다.

4. 백서의 활용과 관리 | Use and Management of the White Paper

본 백서는 세계청년리더총연맹이 발행하며, 국회의원 의정평가위원회가 운영하는 WFAPII 평가제도의 공식 참고문서로 활용한다.

This White Paper is published by WFPL and serves as an official reference document for the WFAPII parliamentary evaluation system administered by AEC.

WFAPII를 적용한 연례 중간평가와 4년 주기 최종평가의 목적, 운영절차 및 결과 공표에 관한 사항은 제10장과 제11장에서 각각 설명한다.

The objectives, operational procedures, and publication of results for the annual interim evaluation and quadrennial final evaluation based on WFAPII are explained in Chapters X and XI, respectively.

세계청년리더총연맹과 국회의원 의정평가위원회는 평가체계의 연속성과 연구성과의 신뢰성을 유지하기 위해 백서의 발행 및 개정 이력을 체계적으로 관리한다.

WFPL and AEC systematically manage the publication and revision history of this White Paper to preserve the continuity of the evaluation framework and the credibility of its research outcomes.

WFAPII의 최초 완성 시점과 본 백서의 발행·개정 시점은 구분하여 기록하며, 평가체계의 변경사항은 적용 시점과 함께 관리한다.

The original completion date of WFAPII is recorded separately from the publication and revision dates of this White Paper, and changes to the evaluation framework are documented together with their effective dates.
