Chapter X. Annual Interim Evaluation: 100 Members of the National Assembly to Remember

 

 

1. 중간평가 제도 도입 배경과 목적

Background and Purpose of the Annual Interim Evaluation

세계청년리더총연맹(WFPL)은 전국 지방자치단체 지역주민들을 중심으로 국회의원의 의정활동에 대한 정기적인 평가와 정보 공개의 필요성이 지속적으로 제기됨에 따라 2026년부터 연례 중간평가 제도를 도입했다.

The World Federation of Power Leaders (WFPL) introduced an annual interim evaluation system in 2026 in response to continued calls from residents of local communities across the country for regular parliamentary evaluations and greater public access to information on legislative performance.

중간평가는 국회의원의 의정활동을 일정한 기간마다 평가하고, 그 결과를 국민에게 제공함으로써 국민의 알 권리와 국회의 책임성 및 투명성을 높이는 것을 목적으로 한다.

The annual interim evaluation aims to promote the public's right to information and strengthen parliamentary accountability and transparency by assessing legislative performance at regular intervals and making the results available to citizens.

이 제도는 기존의 4년 주기 최종평가를 대체하는 것이 아니라, 국회의원의 의정활동에 관한 정보를 국민에게 정기적으로 제공하기 위해 별도로 마련된 평가 운영체계다.

This system does not replace the established four-year final evaluation cycle. It constitutes a separate evaluation process intended to provide citizens with regular information on parliamentary performance.

 

2. 2026년 중간평가 제도 시행

Implementation of the Annual Interim Evaluation in 2026

국회의원 의정평가위원회(AEC)는 2026년 5월 17일 「국민이 기억해야 할 국회의원 100인」 연례 중간평가 도입을 결정하고, 같은 해 6월 18일 매년 평가결과를 발표한다는 운영방침을 공식적으로 밝혔다.

On May 17, 2026, the Assembly Evaluation Commission (AEC) decided to introduce the annual interim evaluation titled "100 Members of the National Assembly to Remember." On June 18 of the same year, it officially announced the policy of publishing the evaluation results annually.

중간평가는 WF국회의정혁신지수(WFAPII)를 공통 평가기반으로 활용하며, 국회의원 의정평가위원회가 관련 평가기준과 운영절차에 따라 실시한다.

The interim evaluation uses the WF Assembly Politics Innovation Index (WFAPII) as its common assessment framework and is administered by AEC under the applicable evaluation standards and operational procedures.

중간평가 제도의 도입과 관련된 연구개발 및 운영 연혁은 제2장에서 설명한다.

The development and operational history relating to the introduction of the interim evaluation system is presented in Chapter II.

 

3. 매년 12월 1일 중간평가 결과 발표

Annual Publication of Interim Evaluation Results on December 1

「국민이 기억해야 할 국회의원 100인」 중간평가 결과는 매년 12월 1일 발표하는 것을 원칙으로 한다.

The results of the annual interim evaluation, "100 Members of the National Assembly to Remember," are generally announced on December 1 each year.

평가자료의 연간 반영기간은 1월 1일부터 10월 31일까지를 원칙으로 하며, 해당 기간에 확인된 의정활동과 관련 자료를 중심으로 평가한다.

The annual evidence coverage period generally runs from January 1 through October 31, with evaluation based primarily on parliamentary activities and relevant records verified during that period.

다만 10월 31일 이후 중대한 입법활동이나 윤리성 관련 사안 등 평가에 중요한 영향을 미칠 수 있는 사항이 발생한 경우에는 사전에 정한 예외 처리기준과 관련 심의절차에 따라 추가 반영 여부를 결정할 수 있다.

Where significant legislative activities, ethical issues, or other matters potentially affecting the evaluation arise after October 31, their inclusion may be determined under predetermined exception-handling criteria and relevant review procedures.

평가결과는 자료검증과 사실확인, 필요한 심의절차를 거쳐 최종 확정한 후 공식 홈페이지와 보도자료 등을 통해 공개한다.

Evaluation results are finalized following evidence verification, factual confirmation, and relevant deliberation procedures, and are then published through official websites, press releases, and other authorized channels.

 

4. 국회의원 300인 평가와 100인 선정체계

Evaluation of 300 Legislators and Selection of Up to 100 Members

중간평가는 대한민국 국회의원 300인을 대상으로 실시하며, 지역구 국회의원과 비례대표 국회의원을 모두 포함한다.

The interim evaluation covers 300 members of the National Assembly, including both constituency and proportional representation legislators.

국회의원 의정평가위원회는 WFAPII의 평가체계를 적용하여 평가대상자의 의정활동을 종합적으로 분석하고, 사전에 확정된 선정기준에 따라 「국민이 기억해야 할 국회의원 100인」을 선정한다.

AEC applies the WFAPII framework to comprehensively assess parliamentary performance and selects members for "100 Members of the National Assembly to Remember" according to predetermined selection criteria.

평가대상자의 실제 의정활동 기간과 직무 특성, 평가자료의 적용 가능성 등은 관련 기준에 따라 검토하며, 평가대상자 간 평가조건의 합리적인 차이를 고려한다.
 

The actual period of parliamentary service, responsibilities, and applicability of evaluation evidence are examined under relevant standards, taking account of reasonable differences in assessment conditions.

중간평가의 선정은 해당 평가연도의 의정활동을 대상으로 하며, 선정 여부가 이후 평가연도의 선정 결과를 자동으로 결정하지 않는다.

Selection in the interim evaluation is based on parliamentary performance during the relevant evaluation year and does not automatically determine selection outcomes in subsequent years.

 

 

5. 최대 100인 이내 선정 원칙

Principle of Selecting No More Than 100 Members

「국민이 기억해야 할 국회의원 100인」은 평가결과에 따라 최대 100인 이내에서 선정하는 것을 원칙으로 한다.

"100 Members of the National Assembly to Remember" follows the principle of selecting no more than 100 members based on evaluation results.

100인은 선정 인원의 상한을 의미하며, 실제 평가결과와 선정기준에 관계없이 반드시 100인을 충원하는 방식으로 운영하지 않는다.

The number 100 represents the maximum selection limit. The system does not require that exactly 100 members be selected regardless of evaluation results or eligibility criteria.

선정 인원은 사전에 확정된 평가기준과 선정절차에 따라 결정하며, 선정 인원을 맞추기 위해 특정 국회의원을 임의로 포함하거나 평가결과를 조정하지 않는다.

The final number selected is determined according to predetermined evaluation standards and selection procedures. No legislator is arbitrarily included, and evaluation results are not adjusted merely to reach the maximum number.

 

6. 선정 대상자의 적격성 및 평가결과 적용

Eligibility and Application of Evaluation Results

선정 대상자의 적격성은 WFAPII 평가결과와 관련 선정기준, 평가자료의 검증 상태 및 기타 사전에 정한 적용조건에 따라 검토한다.

Eligibility is examined according to WFAPII evaluation results, applicable selection standards, verification status of supporting evidence, and other predetermined conditions.

평가점수가 산출되었다는 사실만으로 선정 자격이 자동으로 확정되는 것은 아니며, 필요한 사실확인과 검증절차를 거쳐 최종 선정 여부를 결정한다.

The calculation of an evaluation score does not automatically establish eligibility for selection. Final selection is determined after the necessary factual confirmation and verification procedures.

선정기준은 평가대상자의 소속 정당이나 정치적 지위, 영향력에 따라 달리 적용하지 않으며, 동일한 조건의 평가대상자에게 일관되게 적용한다.

Selection standards are applied consistently to individuals under comparable conditions, without regard to political affiliation, position, or influence.

 

7. 선정 경계점수의 동점자 처리규정

Tie-Handling Rules at the Selection Threshold

국회의원 의정평가위원회는 「국민이 기억해야 할 국회의원 100인」 선정과정에서 발생할 수 있는 동점자 문제를 공정하게 처리하기 위해 공식 의결된 동점자 처리규정을 적용한다.

AEC applies officially adopted tie-handling rules to ensure fair treatment of tied candidates during the selection of "100 Members of the National Assembly to Remember."

선정 경계점수에서 동점자가 발생한 경우에는 사전에 확정된 평가점수 산출방식과 동점자 처리기준에 따라 선정 가능 여부를 검토한다.

Where a tie occurs at the selection threshold, eligibility is examined under predetermined scoring methods and tie-handling criteria.

동점자 처리기준을 적용한 이후에도 동점이 해소되지 않고 해당 동점자 전원을 선정할 경우 최대 100인을 초과하게 되는 경우에는 선정 경계에 해당하는 동점자 전원을 선정 대상에서 제외한다.

Where a tie remains unresolved after applying the prescribed rules and including all tied candidates would exceed the maximum of 100 members, all candidates tied at the selection threshold are excluded from selection.

이러한 처리방식은 특정 국회의원을 임의로 선정하거나 배제하는 것을 방지하고, 선정 인원의 상한과 평가결과의 일관성을 유지하기 위한 것이다.

This approach is intended to prevent arbitrary inclusion or exclusion of individual legislators while preserving the selection limit and consistency of evaluation results.

 

8. 동점자 처리에 따른 실제 선정 인원 확정

Determination of the Final Number Selected Following Tie Handling

선정 경계점수에서 발생한 동점자 처리 결과에 따라 실제 선정 인원은 100인 미만으로 결정될 수 있다.

The actual number of selected members may be fewer than 100 as a result of applying tie-handling rules at the selection threshold.

예를 들어 선정 경계에 다수의 동점자가 존재하여 동점자 전원을 포함하면 선정 상한을 초과하고, 관련 기준에 따른 추가 구분도 불가능한 경우에는 해당 동점자 전원을 제외하고 그 이전 순위까지 선정할 수 있다.

For example, where numerous candidates are tied at the selection threshold, including all of them would exceed the selection limit, and no further distinction is possible under the applicable rules, all such candidates may be excluded and selection may be limited to those ranked above the tied group.

이 경우 「국민이 기억해야 할 국회의원 100인」이라는 공식 사업명은 유지하되, 결과 발표 시에는 실제 확정된 선정 인원을 명확히 표시한다.

In such cases, the official program title "100 Members of the National Assembly to Remember" is retained, while the actual confirmed number of selected members is clearly stated when the results are announced.

동점자 처리 결과와 선정 인원 확정에 관한 판단근거는 관련 심의 및 승인기록과 함께 관리한다.

The grounds for tie-handling decisions and confirmation of the final number selected are maintained together with relevant deliberation and approval records.

 

9. 중간평가 결과의 검증 및 공식 공표

Verification and Official Publication of Interim Evaluation Results

중간평가 결과는 평가자료의 검증과 점수 산출결과의 확인, 선정기준 및 동점자 처리규정의 적용 여부 등을 종합적으로 검토한 후 확정한다.

Interim evaluation results are finalized after reviewing supporting evidence, score calculations, application of selection standards, and compliance with tie-handling rules.

국회의원 의정평가위원회는 평가결과의 공정성과 정확성을 확보하기 위해 필요한 사실확인과 소명 및 심의절차를 실시한다.

AEC conducts the necessary factual confirmation, opportunities for response, and deliberation procedures to ensure the fairness and accuracy of evaluation results.

공식 발표에서는 「국민이 기억해야 할 국회의원 100인」이라는 명칭과 함께 해당 평가연도, 실제 선정 인원 및 적용된 주요 선정원칙을 명확하게 안내한다.

Official announcements identify the evaluation year, the actual number of selected members, and the principal selection rules applied, together with the program title "100 Members of the National Assembly to Remember."

중간평가 결과는 국민의 알 권리와 평가의 투명성을 고려하여 공개하되, 검증이 완료되지 않은 자료와 비공개 평가방법론에 관한 사항은 관련 관리기준에 따라 구분하여 처리한다.

Interim evaluation results are published with consideration for the public's right to information and evaluation transparency, while unverified materials and confidential methodological information are handled separately under applicable management standards.

중간평가에서 선정되지 않은 국회의원도 이후의 중간평가와 4년 주기 최종평가에서는 해당 평가기간과 기준에 따라 평가대상이 된다.

Legislators not selected in an interim evaluation remain eligible for subsequent interim evaluations and the quadrennial final evaluation under the applicable assessment periods and standards.
