The management environment surrounding corporations and public institutions is undergoing rapid transformation driven by Artificial Intelligence (AI), digital transformation, climate action, global supply chain restructuring, cybersecurity, human rights protection, ethical governance, and increasing expectations for public value and social value.
오늘날 조직의 경쟁력은 단기적인 재무성과나 기존 ESG(Environmental, Social, Governance) 평가만으로는 충분히 설명될 수 없다. 지속가능한 성장, 미래 경쟁력, 혁신역량, 장기 가치창출, 비재무 리스크 관리뿐 아니라 공공가치와 사회적 가치까지 함께 고려하는 새로운 책임경영 기준이 요구되고 있다.
Today, organizational competitiveness can no longer be fully explained by short-term financial performance or conventional ESG (Environmental, Social and Governance) assessments alone. A new standard for Responsible Management is required—one that comprehensively considers sustainable growth, future competitiveness, innovation capability, long-term value creation, non-financial risk management, public value, and social value.
이러한 시대적 변화에 대응하기 위하여 SEC(Sustainable Enterprise Evaluation Commission)는 독자적인 연구를 통해 SEC Evaluation Ecosystem(SEC 평가 생태계)를 구축하였으며, 이를 기반으로 WF책임경영지수(WFSRI)를 개발하였다.
In response to these structural changes, the Sustainable Enterprise Evaluation Commission (SEC) established the SEC Evaluation Ecosystem through its own independent research and developed the WF Sustainable Responsibility Index (WFSRI) as its flagship evaluation index.

The SEC Evaluation Ecosystem is not merely an evaluation model. It is SEC's integrated evaluation architecture connecting the Evaluation Philosophy, Evaluation Methodology, Evaluation Criteria, Evaluation Framework, Evaluation Language, Indicator System, Core Value Indicators, the WF Sustainable Responsibility Index (WFSRI), Rating, Ranking, Certification, and Analysis into one comprehensive ecosystem.
WF책임경영지수(WFSRI)는 이 평가 생태계에서 산출되는 대표 종합지수이며, SEC가 수행하는 모든 평가와 등급, 인증, 분석 및 연구는 SEC Evaluation Ecosystem을 기반으로 수행된다.
The WF Sustainable Responsibility Index (WFSRI) is the flagship composite index generated through the SEC Evaluation Ecosystem. All evaluations, ratings, certifications, analyses, and research conducted by SEC are based on this integrated evaluation ecosystem.

본 백서는 SEC가 구축한 SEC Evaluation Ecosystem과 이를 기반으로 운영되는 WF책임경영지수(WFSRI)의 철학과 구조, 운영원칙 및 활용체계를 종합적으로 설명하는 공식 기준문서이다.
This White Paper serves as the official reference document explaining the philosophy, architecture, operating principles, and application framework of the SEC Evaluation Ecosystem and the WF Sustainable Responsibility Index (WFSRI).
본 백서는 SEC Evaluation Ecosystem을 구성하는 평가철학, 평가방법론, 평가기준, SEC Evaluation Framework, SEC Evaluation Domains, SEC Strategic Pillars, SEC Indicator System 및 SEC Core Value Indicators를 체계적으로 제시함으로써 기업과 공공기관이 책임경영을 보다 객관적이고 일관된 기준으로 이해하고 실천할 수 있도록 지원하는 것을 목적으로 한다.
Its purpose is to present the Evaluation Philosophy, Evaluation Methodology, Evaluation Criteria, SEC Evaluation Framework, SEC Evaluation Domains, SEC Strategic Pillars, SEC Indicator System, and SEC Core Value Indicators in a systematic manner, thereby enabling corporations and public institutions to understand and implement Responsible Management through a consistent and objective framework.

Overview of the WF Sustainable Responsibility Index (WFSRI)
WF책임경영지수(WFSRI)는 기존 ESG를 대체하기 위하여 개발된 평가체계가 아니다.
The WF Sustainable Responsibility Index (WFSRI) was not developed to replace conventional ESG.
WFSRI는 ESG의 기본 철학을 존중하면서도 AI 시대의 기업환경과 공공환경에서 요구되는 책임경영을 보다 종합적이고 미래지향적으로 평가하기 위해 SEC가 독자적으로 개발한 대표 책임경영지수이다.
While respecting the fundamental philosophy of ESG, the WFSRI was independently developed by SEC to provide a more comprehensive and future-oriented evaluation of Responsible Management in the age of AI.
WFSRI는 SEC Evaluation Ecosystem을 기반으로 운영되며, SEC Evaluation Framework, 6개의 SEC Evaluation Domains, 14개의 SEC Strategic Pillars, SEC Indicator System(110 Detailed Evaluation Indicators), SEC Core Value Indicators(31 CVIs)를 하나의 통합된 구조로 연결하여 최종 책임경영지수를 산출한다.
Built upon the SEC Evaluation Ecosystem, the WFSRI integrates the SEC Evaluation Framework, six SEC Evaluation Domains, fourteen SEC Strategic Pillars, the SEC Indicator System (110 Detailed Evaluation Indicators), and the SEC Core Value Indicators (31 CVIs) into a unified architecture for generating the final Responsible Management Index.
이를 기반으로 SEC는 기업과 공공기관의 지속가능성, 책임경영, 혁신역량, 비재무 리스크 관리, 장기 가치창출, 공공가치, 사회적 가치 및 미래 경쟁력을 종합적으로 평가한다.
Based on this architecture, SEC comprehensively evaluates sustainability, responsible management, innovation capability, non-financial risk management, long-term value creation, public value, social value, and future competitiveness of corporations and public institutions.
